Transnet Pipelines seeks a contractor for civil and structural maintenance across its South A Region depots in KwaZulu-Natal on an as-and-when basis over five years. Works include buildings, fencing, bund walls, tank farms, pavements, and drainage, with supply of labour, plant, materials, and PPE. Requires CIDB 5GB/5CE grading, CHSO and Pr.CM registration, and NEC3 TSC task-order delivery.
Transnet Pipelines is inviting tenders for the provision of civil and structural maintenance services across multiple operational depots within its South A Region in KwaZulu-Natal, including Durban, Amanzimtoti, Pietermaritzburg, Howick, Mooi River, and Empangeni. The contract runs for five years on an as-and-when basis under the NEC3 Term Service Contract (Option E, cost reimbursable), with maintenance activities formally instructed through task orders. Facilities include petrol, diesel, crude oil and Avtur intake stations, pump stations, delivery stations, and maintenance workshops, many of which are designated National Key Points.
The scope covers ad hoc maintenance of buildings and carports, fencing and gates, cable ducts and manholes, oily water systems, sewer and potable water systems, pavements, tank farms and manifold areas, spill basins and separators, and structural elements. Typical tasks include concrete repairs and crack injection, sealant replacement, roof and metal sheeting repairs, waterproofing, painting and corrosion protection, pipe and drainage repairs, brick laying and plastering, pothole patching, and rebuilding concrete or brick pavements. The contractor must supply labour, supervision, plant (TLB, excavator, roller, skid steer), equipment, materials, transport, PPE, and calibrated testing equipment, and conduct quality control inspections with joint sign-off.
Key requirements include CIDB registration at 5GB/5CE or higher, a registered Construction Manager (Pr.CM), a Construction Health and Safety Officer (CHSO), and a plumber registered with PIRB. Bidders must meet a minimum functionality score of 60 points, which assesses key personnel experience, previous experience in earthworks, building maintenance, and concrete projects of at least R2 million each, and a method statement covering methodology, quality control, environmental management, risk management, and health and safety. Compliance requires a valid tax clearance certificate, B-BBEE certificate, CSD registration, three years of audited financial statements, a performance bond of 10% of contract value, and an integrity pact. Evaluation follows functionality, price, and preference points (80/20 for tenders up to R50 million). Contract data notes a Risk Register item for high task-order volumes at commencement, so bidders should be able to mobilise quickly. Bidders should review the compulsory clarification meeting requirements, which are mandatory for eligibility.
Registered civil and building maintenance contractors holding CIDB grading of 5GB/5CE or higher, with experience in concrete, earthworks, and building maintenance on industrial or petrochemical sites. Suitable for firms able to provide a registered Pr.CM, a CHSO, and a PIRB-registered plumber, and to mobilise quickly for task orders. Joint ventures may apply if each member is CIDB-registered and the lead partner meets the grading requirements. Small contractors may be less suitable due to the R2 million project-experience threshold, performance bond requirement, and the demanding safety and permit-to-work obligations.
