Overview

Summary

Five-year, as-and-when contract for civil and structural maintenance at Transnet Pipelines depots in KwaZulu-Natal and Mpumalanga (South B Region). Works cover buildings, fencing, bund walls, tank farms, manholes, pavements and roofing, with mandatory CIDB GB/CE grading, registered key personnel and a 60-point functionality threshold.

Detailed Description

Transnet SOC Ltd, through Transnet Pipelines, is inviting tenders for the provision of civil and structural maintenance services across multiple operational depots in the South B Region on an as-and-when basis for a period of five years. The contract is procured under the NEC3 Term Service Contract (TSC) framework, with individual maintenance activities formally instructed through Task Orders. The services are delivered at Transnet Pipelines facilities across KwaZulu-Natal and Mpumalanga, including Mahlabathini, Mnambithi, Van Reenen, Ladysmith, Fort Mistake, Newcastle, Quagga, Scheepersnek, Volksrust and Bethlehem. These sites include petrol, diesel, crude oil and Avtur intake stations, pump stations, delivery stations and maintenance workshops.

The scope covers the planned and reactive maintenance of civil and structural assets, including buildings and carports, fencing and gates, cable ducts and manholes, oily water and sewer systems, potable water systems, pavements, tank farms and manifold areas, spill basins and separators, and structural elements such as plinths, supports, stairs and railings. Typical tasks include concrete repairs, waterproofing, roof and gutter repairs, metal and concrete roof replacement, joint sealing, painting and coating, plumbing and drainage repairs, brickwork and plastering, and road pothole patching. The contractor must supply labour, supervision, materials, plant, equipment, PPE, transport and testing equipment with valid calibration certificates. Work in hydrocarbon-handling areas and National Key Points requires strict adherence to permit-to-work systems, Transnet safety and environmental procedures, SANS and Construction Regulations 2014 compliance, and security screening.

Key requirements include CIDB registration at GB/CE grading or higher (joint ventures are permitted subject to CIDB conditions), and registered key personnel: a Professional Construction Manager (SACPCMP), a Construction Health and Safety Officer (SACPCMP) and a Plumber (PIRB). Bidders must attend a compulsory clarification and site meeting, submit a valid tax clearance certificate, B-BBEE certificate, CSD registration and a performance guarantee (10%) on award. Evaluation is based on functionality (minimum 60 points, covering key personnel experience, previous projects of R2 million or more in earthworks, building maintenance or concrete, and a method statement), followed by price and preference points under the 80/20 or 90/10 system. The value of the contract is not stated in the tender documents; it is governed by a schedule of rates, and the tender closes on 20 November 2026 at 16:00 via the Transnet e-Tender Submission Portal.

Suitable Businesses

Registered civil and building contractors holding CIDB grading GB/CE or higher, with experience in concrete repairs, waterproofing, roofing, fencing and industrial maintenance. Suitable for firms with access to a registered Construction Manager, Construction Health and Safety Officer and PIRB-registered plumber, and the capacity to mobilise quickly across multiple sites in KwaZulu-Natal and Mpumalanga. Joint ventures and consortia with the required combined grading may apply. Small and medium contractors may partner with larger firms, but must meet the eligibility and functionality requirements independently or as a registered JV.
