Overview

Summary

Hire, delivery and maintenance of 8 chemical flush toilet units for 6 months at the Lower Berg River Project near Gouda, Western Cape, for DWS Construction South. Requires weekly servicing, built-in hand basins, SABS-approved biodegradable chemicals, and disposal at licensed facilities.

Detailed Description

The Department of Water and Sanitation (DWS) invites bids under tender WTE-0608 CS for the hire and maintenance of flushing chemical toilets for a period of six months. The units are required for the Lower Berg River Government Water Scheme, which forms part of the Western Cape Water Supply System. The scheme's main storage is the Voelvlei Dam, fed by the 24 Rivers Canal and the Little Berg River Canal. Maintenance work on these canals, including grading and repair of service roads, vegetation clearing, sealing, and canal panel replacement, must be completed before the winter rainy season. The sanitation units will support workers on site east and west of Gouda in the Western Cape. Bidders must deliver to the site, and the Department may request that the service provider move units between work areas within the scheme.

The specification requires eight chemical toilet units, weekly cleaning (27 weeks), and cleaning or servicing of a septic tank as priced in the schedule. Each unit must comply with SANS 10400-Q and use chemicals aligned with SANS/ISO 30500:2018. Units must include a foot pedal pump flush system, an automatic sealing lever in the bowl, and a built-in hand basin with at least a 20-litre capacity, supplied by a foot pump. Other requirements include polyethylene construction, air vents, carrying handles, tie-downs, inside door latches, and a lockable liquid soap dispenser. Liquid soap and toilet paper must be supplied. Chemicals must be biodegradable, SABS-approved, provide long-term odour control, and be supplied for the full contract period. Servicing must be scheduled in advance and carried out without spillage. Any spillage must be decontaminated at the contractor's cost. Effluent must be disposed of at licensed municipal works, and written disposal receipts or Discharge Certificates from an accredited waste management provider are required before invoices are paid. Quantities and service frequencies may change. Some special conditions reference pump equipment, which appears to be template text, so bidders should clarify this through the designated enquiry contacts.

Deliveries must be scheduled within working hours (08:00 to 15:00), excluding weekends, public holidays, 11 December to 9 January, and the last Friday of each month. The successful bidder must provide a delivery schedule within 5 working days of acceptance and begin delivery within 10 working days of the first order. Bidders must also submit OHS Construction Regulation 7 documentation, including a site safety plan, risk assessment, method statement, and proof of competency, before any materials reach site. Pricing must be all-inclusive, firm, and non-adjustable, and the offer must remain valid for 120 days from the closing date. Payment is made monthly by EFT within 30 days of approved tax invoices, supported by signed delivery notes. The bid closes on 19 November 2026 at 11:00 at the bid box, 4-6 Alkmaar Street, Dal Josaphat, Paarl. The evaluation follows an 80/20 preference system, with 20 points available for specific goals: women, disability, and youth ownership, Western Cape location, and B-BBEE status. Bidders must also meet mandatory compliance requirements, including CSD registration, tax compliance, CIPC registration, a valid B-BBEE certificate, SBD forms, and a written permission or pre-approval letter for effluent disposal.

Suitable Businesses

This tender suits portable sanitation and chemical toilet hire companies with fleets that can meet SANS 10400-Q and SANS/ISO 30500:2018 requirements and deliver to the Gouda area. Businesses should be CSD-registered, tax-compliant, and B-BBEE verified, and should be able to provide effluent disposal records from licensed facilities. Western Cape-based companies, and businesses that are women-owned, youth-owned, or disability-owned, may claim additional preference points. Small and micro enterprises with the capacity to deliver, service, and maintain units over six months, and to meet OHS Construction Regulation 7 requirements, are well positioned to bid. Companies without sanitation hire experience or without the ability to provide consistent weekly servicing should consider whether they can meet the requirements before bidding.
