Detailed Description

Eskom Holdings SOC Ltd, through its Investment Recovery section, is inviting offers to purchase, collect and remove one scrapped 20MVA transformer located at Malelane Substation in Mpumalanga. This is an open tender for an asset disposal, not a service contract. The successful bidder acquires the scrap unit and is responsible for its safe collection, handling, removal and transportation, along with the qualified labour, certified plant, machinery, equipment and transport needed for the task. Eskom will identify the goods on sale. Pricing is competitive: evaluation is based on best price (80%) and B-BBEE status (20%), with final bids then subject to an e-auction using Eskom's reverse e-auction tool.

Key commercial terms are strict. The buyer must pay in full upfront for the allocated batch, with payment to Eskom due no later than five working days after the sale. The unit must be collected within 7 working days of the approved work instruction or task order, and release of the scrap only occurs after payment is received and the buyer obtains a permit to remove and transport the equipment. Eskom gives no warranty on the condition or workability of the equipment, so bidders are expected to inspect the site before tendering. Offers remain valid for 90 days from the closing date. A non-compulsory clarification and viewing meeting is scheduled for 22 October 2026 at 11:00 at Malelane, with attendance confirmation required by 21 October 2026 at 14:00. Mandatory minimum PPE must be worn on site.

Compliance requirements are extensive. Returnables include a valid SARS tax clearance certificate, a B-BBEE affidavit or verification certificate, a SAPS second-hand goods certificate, SBD 4 and Integrity Pact declarations, e-auction training acknowledgement, CIPRO documents, director ID copies, proof of registration on the National Database, a valid COID letter of good standing, a technical inventory list and a method statement. Health, safety and environmental requirements include a baseline risk assessment, an OHS plan, competency certificates for first aid, firefighting and crane operation, substance abuse and vehicle safety procedures, and an environmental waste management plan. Any oil handling requires an Environmental Waste Management Licence or municipal certificate for transporting hazardous waste between sites or provinces. Bidders must also clean the site after collection and remediate any oil spills. Tenders must be emailed to Informaltendering@eskom.co.za by 10:00 on 27 October 2026 using the exact enquiry number OLT2128229 as the subject line, with all files in PDF format. Late or incomplete submissions will not be evaluated.

Suitable Businesses

Registered scrap metal recyclers and second-hand goods dealers with SAPS registration, and salvage or transformer dismantling companies with heavy-lift rigging, certified transport and oil-handling capability. Applicants should hold a COID letter of good standing, a valid tax clearance certificate and a waste management or hazardous transport licence, and must be able to pay upfront and collect within 7 working days. Small operators may qualify if they can meet the financial, technical and safety requirements, either alone or in a joint venture. Businesses without transport, lifting equipment or the ability to meet the strict compliance and payment conditions should not apply.
