Matjhabeng Local Municipality seeks a service provider to operate and manage the Hennenman waste disposal site in the Free State for three years. Evaluation uses mandatory, functionality and 80/20 or 90/10 price and specific goals criteria. Closes 23 November 2026.
Matjhabeng Local Municipality in the Free State is inviting proposals under RFP/04/2026-27 for project management services to operate and manage the Hennenman Waste Disposal Site for a period of three (3) years. The Municipality is procuring an experienced service provider to take responsibility for the day-to-day operation of the site and its management, in line with the Municipality's waste management objectives and applicable environmental and municipal requirements. The detailed scope of work, technical specifications, performance expectations and reporting obligations are set out in the full RFP document, which bidders must obtain and review before submitting a proposal.
The evaluation process follows a structured, multi-stage approach. Bidders must first meet all mandatory requirements, after which proposals are assessed on functionality, with minimum thresholds that may apply. Responsive bids are then scored using the 80/20 or 90/10 preference point system, combining price with specific goals as defined in the Preferential Procurement Policy Framework Act No. 5 of 2000 and its regulations. The Municipality has stated that the lowest bid will not necessarily be accepted, and it reserves the right to accept part of a bid, accept multiple bidders, or make no appointment. The CIDB grading requirement does not apply to this tender, and no compulsory site briefing session has been scheduled, although bidders may direct technical questions to Mr L Ncaphai and SCM enquiries to Mr L Sebatane or Ms S Malgas.
For the successful bidder, the contract offers a three-year period of sustained work and the opportunity to demonstrate operational and project management capability in a municipal waste environment. Bidders should note the administrative requirements: the RFP document is available free of charge for download from the eTender portal or can be purchased in printed form for R600.00 from the Welkom office or by EFT, quoting the tender number. Completed bids must be submitted in the tender box at the Matjhabeng Local Municipality Civic Centre, Room 108, corner Ryk and Stateway Street, Welkom, by the closing date of 23 November 2026 at 14:00. Late, faxed, telephonic, pencil-completed or incorrectly marked submissions will not be considered, and bids from persons in the service of the state are not accepted. Unless otherwise stated in the document, bids remain valid for 90 days from the closing date.
This tender is best suited to established waste management and environmental services companies with proven experience operating or managing landfill or waste disposal sites, preferably in municipal contexts. Project management firms with strong waste sector capability, environmental compliance expertise, and the financial and operational capacity to run a site for three years should also consider applying. Businesses based in or willing to operate in the Free State, particularly Welkom and surrounding towns, may have an advantage. Bidders that qualify for specific goals points, such as B-BBEE status, local or historically disadvantaged ownership, should also review the criteria carefully. Small or emerging companies may consider joint ventures or subcontracting arrangements with experienced operators if they lack a full track record.
