The Department of Public Works and Infrastructure (DPWI) invites tenders for the maintenance and repair of boilers at Kirkwood Prison in the Eastern Cape for a period of 36 months. The contract covers the general repair and maintenance of steam generating installations, specifically horizontal packaged wetback shell and fire-tube coal-fired boilers fitted with chain grate stokers. Scope extends to ancillary boiler house equipment, including coal and ash handling systems, grit collectors and chimneys, induced and forced draught fans and dampers, boiler level controls and alarms, feed-water pumps and tanks, water treatment plant, boiler valves and mountings, refractories, instrumentation, electrical control panels, insulation and cladding, and ladders and galleries.
Work includes statutory internal and external inspections and hydraulic pressure testing of each boiler, performed by an approved inspection authority at least every 24 months as required under the Occupational Health and Safety Act, 1993. Repair items are followed by re-commissioning and a 30-day post-commissioning monitoring period. Ongoing requirements include preventative, corrective and breakdown maintenance, a logbook and attendance register, monthly reporting, coal, ash and chemical delivery recording and control, coal sampling through approved laboratories, boiler efficiency monitoring, and maintenance of a tools and spares inventory. Repairs and new equipment carry a 12-month guarantee. Where specified, the contractor must also supply water treatment chemicals and salts for the contract period.
Bidders must meet several functionality thresholds, with a minimum qualifying score of 50%. Relevant experience is assessed through a minimum of three signed reference letters on the Department's template for completed boiler maintenance, repair or installation projects in the last five years, each with a contract value above R900,000. Satisfactory performance references, financial capacity via a bank rating of at least code D (with higher codes scoring more), and key staff (at least one millwright/fitter, one boiler operator and one electrician, with trade test and boiler operator training certificates) are also evaluated. Bidders must be CIDB-registered at 5ME or higher, submit a compulsory briefing attendance certificate (DPW-16) for the briefing held on 12 November 2026, and price the full Bill of Quantities. The 80/20 preference point system applies, with 20 points for specific goals including Eastern Cape location. The tender is one of four related boiler maintenance contracts (Fort Glamorgan, Mdantsane, St Albans and Kirkwood prisons), and the Department may award more than one to a single bidder under its objective criteria. The closing date is 24 November 2026 at 11:00, and the bid document costs R700.
