A five-year panel of attorneys to provide litigation, legal advice, legal research and disciplinary hearing chairing for NMISA, a Schedule 3A public entity in Pretoria. Work is assignment-based with no guaranteed volume. Closes 24 November 2026 at 11:00 SAST.
The National Metrology Institute of South Africa (NMISA), a Schedule 3A public entity established under the Measurement Units and Measurement Standards Act, No. 18 of 2006, is inviting proposals from qualified legal practices to join a panel of attorneys for a period of five years. The panel will form a database of legal practitioners that NMISA can contract for specialised legal advice and services. Appointed firms will be expected to institute and defend legal action on behalf of the entity, provide sound legal advice, conduct legal research, handle litigation, and assist in chairing disciplinary hearings. Bidders must indicate the specialist category they are bidding for. The categories are Labour/Employment Law; Debt Collection and General Litigation; Constitutional, Administrative and Procurement Law; Commercial/Corporate Law; Intellectual Property; and Safety, Health and Environmental Law. Firms bidding for multiple categories must provide separate supporting documentation for each.
To qualify, bidders must be legal practices established under the Attorneys Act, 1979, or the Legal Practice Act, 2014, and must maintain a physical office in Gauteng Province, supported by a lease, rental, sale agreement or municipal statement. Each attorney relevant to the bid must provide a Certificate of Good Standing from the Law Society or Legal Practice Council, dated no more than six months before submission. The firm must also supply a valid Fidelity Fund Certificate, its fee structure, and proof of CSD registration, a valid Tax Compliance Status PIN, and a valid B-BBEE certificate or sworn affidavit. The lead legal practitioner must have been admitted for at least seven years and must have specialised in the chosen category for at least five years. Bids are evaluated for functionality, and a minimum score of 80 points is required to join the panel. Panel membership carries no guaranteed work and no retainer fee. Assignments are awarded on a rotational basis through Requests for Quotations, and NMISA may award work to more than one panel member. Fees are charged according to the applicable High Court or Magistrates' Court tariffs, and NMISA may instruct advocates where appropriate.
Panel members must also sign confidentiality and indemnity agreements, declare any conflicts of interest, and hand over all documents and intellectual property generated during an assignment. Bids are subject to the Preferential Procurement Policy Framework Act using the 80/20 preference system. Specific goals include procurement from black women-owned entities (5 points), black-owned entities (8 points), youth-owned entities (5 points) and entities owned by persons with disabilities (2 points). Proposals must be submitted by the closing date of 24 November 2026 at 11:00 SAST, either by hand to the NMISA tender box at CSIR Scientia Campus, Building 5, Meiring Naudé Road, Brummeria, Pretoria, or by email to tenders@nmisa.org with the tender number as the subject line. Faxed bids will not be accepted. Proposals must remain valid for 90 days after the closing date. Bid documents are free of charge and available on the National Treasury eTender portal and the NMISA website.
