Overview

Summary

Panel appointment for full occupational medical surveillance services for Moqhaka Local Municipality over three years, on an as-and-when-needed basis. Services include entry, periodic and exit medical examinations, audiometry, spirometry, vaccinations, and HIRA risk assessments. Bidders must hold professional indemnity cover of at least R2 million and attend a compulsory briefing on 5 November 2026.

Detailed Description

Moqhaka Local Municipality, based in Kroonstad in the Free State, is inviting proposals to appoint a panel of up to three service providers to deliver full occupational medical surveillance for its employees over a period of three years. The appointment is on an as-and-when-needed basis, meaning the municipality will call on panel members according to operational requirements rather than guaranteeing fixed volumes. The service supports the municipality's obligations under the Occupational Health and Safety Act to provide a safe and healthy working environment, with medical surveillance used to detect adverse health effects early, recommend interventions and promote employee wellness.

The scope of work is grouped into Occupational Health and Safety, Wellness, and Hazard Identification and Risk Assessment. Core services include pre-employment (entry), periodic and exit medical examinations, risk-based surveillance programmes, blood pressure, blood and urine testing, audiograms, spirometry, chest X-rays, vision screening, multi-drug testing on request, and Hepatitis A and B vaccinations for at-risk employees. Providers must issue certificates of fitness or unfitness, provide employee health reports and employer reports on health risks and hygiene measurements, case-manage workplace injuries and ailments, make specialist referrals, and manage incapacity reviews. Baseline health risk assessments, development of risk-based programmes, health education sessions, and maintenance of strict medical confidentiality are also required. Mobile or onsite clinic deployment is included, with travel to Kroonstad, Steynsrus and Viljoenskroon, and equipment calibration and medical records management form part of the administrative scope. Prices are fixed for the first twelve months, with escalation thereafter under the Service Level Agreement.

Evaluation uses the 80/20 preference point system, with 80 points for price and 20 points for specific goals, namely locality within the municipal boundaries (10 points) and B-BBEE status (up to 10 points). Functional evaluation requires bidders to score at least 80 out of 100, based on experience in similar medical surveillance projects supported by signed reference letters and appointment letters, the qualifications and CVs of key personnel (such as occupational health practitioners, occupational medical practitioners, occupational hygienists and psychologists), owned or accessible infrastructure and calibrated equipment (audiometer, spirometer, vision testing equipment and mobile X-ray), and a letter of commitment on turnaround times. Mandatory requirements include CSD registration, a valid tax clearance certificate, B-BBEE certificate or sworn affidavit, company registration, director IDs, proof of municipal rates and taxes compliance, and professional indemnity insurance of at least R2,000,000. Bids close on 3 December 2026 at 12:00 and must be delivered in sealed original form to the Magasyn/Stores bid box in Kroonstad.

Suitable Businesses

Occupational health clinics, medical practices and groups with occupational medicine practitioners, registered nurses and occupational health nurses, occupational hygienists, and health risk assessment specialists. Bidders should hold or be able to access audiometry, spirometry, vision testing and mobile X-ray equipment with valid calibration certificates, have prior medical surveillance contracts with referenceable clients, and be able to provide R2 million professional indemnity cover, CSD registration and B-BBEE documentation. Businesses located within the Moqhaka boundaries (Kroonstad, Steynsrus, Viljoenskroon) gain additional locality points. Companies that cannot attend the compulsory briefing on 5 November 2026 should not apply, as bids from non-attendees are not accepted.
