Eskom NTCSA seeks a CIDB 5CE-or-higher civil contractor to rehabilitate sinkholes in Cluster A of the Apollo Croydon 127kV R21 line and implement stormwater management at Central Grid. The contract runs for 18 months and requires OHS, environmental, quality (ISO 9001) and local content compliance. Closing date is 8 December 2026.
The National Transmission Company South Africa (NTCSA) has issued an open Invitation to Tender (Ref. E3745NTCSACG) for the provision of sinkhole rehabilitation and stormwater management implementation on the Apollo Croydon 127kV R21 transmission line, specifically Cluster A, within the Central Grid. The scope addresses ground subsidence (sinkholes) affecting the transmission line infrastructure and the installation of stormwater controls to prevent recurrence. The contract is for a period of eighteen (18) months and is governed by the NEC3 Engineering and Construction Contract, with the award made to a single supplier for the whole of the contract.
Tenderers must meet strict pre-award requirements. These include a CIDB contractor grading of 5CE or higher (joint ventures must meet the combined grading requirements), CSD registration, a valid COIDA letter of good standing, and a high-risk OHS submission comprising a Baseline OHS Risk Assessment with methodology, a Health and Safety Plan, a detailed (non-lump-sum) OHS costing, and a CEO-signed OHS policy compliant with Section 7 of the OHS Act. Evaluation is staged: a mandatory technical gatekeeper stage followed by weighted qualitative civil engineering evaluation, with a minimum functionality threshold of 70%. Price and specific goals are scored under the PPPFA preference point system (80/20 or 90/10, depending on the final evaluated value). Designated local content thresholds of 100% apply to steel and concrete components, supported by SBD 6.2 and Annexure G declarations.
Quality requirements follow Eskom Supplier Quality Management Specification 240-105658000 (Category 2), requiring Form A, evidence of a quality management system aligned to ISO 9001, a draft Contract Quality Plan, and a Quality Control/Inspection Test Plan. Environmental management returnables, a security compliance schedule for site access (including criminal record clearance and vehicle and equipment registers), and a Supplier Development, Localisation and Industrialisation (SDL&I) plan are also required, with a skills development commitment of one skill for every R3.5 million invoiced and a 2.5% retention on invoices. Payment terms are 30 days for contracts below R50 million and 60 days above that threshold. A clarification meeting is scheduled for 16 November 2026 and a non-compulsory site visit for 20 November 2026. Tenders are submitted electronically via the NTCSA e-tendering portal, with a validity period of 90 days.
For contractors, the tender offers an opportunity to deliver specialised civil and geotechnical remediation work on critical high-voltage infrastructure, with multi-year revenue certainty and exposure to Eskom's transmission programme. Successful bidders will also contribute to local skills development and supplier development objectives. Prospective tenderers should review all supporting documents carefully, particularly the ITT, the technical evaluation strategy (LES 1786), the scope of work (LES 1770), and the OHS and quality templates, as non-submission of mandatory returnables at closing will result in disqualification.
Civil and geotechnical contractors registered with CIDB at grading 5CE or higher (or joint ventures meeting the combined grading requirement), with experience in earthworks, erosion and sinkhole remediation, stormwater infrastructure, and work on live high-voltage or utility sites. Businesses must be CSD-registered, hold COIDA good standing, and have capacity to meet OHS (high-risk), ISO 9001-aligned quality, environmental and security requirements. Local EMEs and QSEs may benefit from preference points and specific goals, and subcontracting opportunities may arise for specialist services, though the contractor cannot subcontract 100% of the scope. Companies lacking CIDB grading, relevant transmission or utility experience, or the ability to meet the 8 December 2026 closing deadline should not apply.
