Installation and infrastructure upgrade of an anti-climb perimeter security fence at Eskom Megawatt Park in Sandton over 47 months: 11 months of construction followed by 36 months of maintenance and support. Bidders need electric fence system certification, ECSA-registered electrical and civil engineers, and PSIRA registration.
Eskom Holdings SOC Ltd has invited tenders for the installation and infrastructure upgrade of an anti-climb perimeter security fence at Eskom Megawatt Park (MWP), its head office complex in Sandton, Gauteng. The existing security system is non-functional, compromising site security, so the scope covers the supply and installation of a new electric security fence system together with the supporting infrastructure. The contract runs for 47 months: 11 months of construction followed by 36 months of maintenance and support. The works are governed by the NEC3 Engineering and Construction Contract (ECC). The tender is an open invitation, and the award will be made to the tenderer that meets the minimum technical threshold and offers the best price and specific goals score.
The Technical Evaluation Criteria set mandatory requirements that tenderers must meet before a qualitative assessment. Tenderers must hold registration as an electrical contractor with the Department of Employment and Labour and a Certified Electric Fence System Installer (EFSI) certificate, both for the company and for the personnel involved. They must also provide a valid Private Security Industry Regulatory Authority (PSIRA) registration for the principal contractor or any subcontractor, and project management certification with SACPCMP or PMI. ECSA registration as Professional Engineers or Technologists is required for both the electrical and civil/structural scopes. The qualitative assessment is weighted towards electrical work (70%), civil/structural work (20%) and general capability (10%). It covers method statements, a preliminary design for the integrated electric fence system, a level 3 project schedule, CVs of key personnel, and at least three relevant reference projects in the past seven years, including energised fence installations, power cabling and mini-substations. The minimum technical score to proceed is 70%. Designs and works must comply with SANS 10222-3:2016 for security electric fences and SANS 10142-1 for low-voltage wiring, and the energisers must comply with SANS 60335-2-76.
Health, safety and quality requirements are also significant. Tenderers must submit a signed Annexure B acknowledgement of Eskom's OHS requirements, an OHS plan tied to the project's risks, a broken-down costing for health and safety management, a baseline OHS risk assessment with its methodology, a valid COIDA letter of good standing, and a CEO-signed OHS policy. The quality requirements fall under Eskom's Category 3 supplier quality standard, which calls for a QMS manual aligned to ISO 9001:2015, a contract quality plan, a quality control plan and inspection and test plan, and Form A. A compulsory clarification meeting will be held at Eskom Megawatt Park (Newtons 1 and 2) on 12 November 2026 at 10:00. Tenders close on 2 December 2026 at 10:00 (SAST) through the Eskom e-Tendering portal and remain valid for 90 days. Tenderers must also be registered on the National Treasury Central Supplier Database (CSD) before contract award, and the CIDB contractor grading and the grading designation required for the works should be confirmed against the tender data.
This tender suits registered electrical and security contractors with Electric Fence System Installer (EFSI) certification, electrical and civil engineering firms with ECSA-registered professionals, and construction companies with CIDB grading, PSIRA-registered security subcontractors, and experience with energised fences, power cabling or mini-substations on large commercial or government sites. Companies without the mandatory certifications, ECSA-registered staff, or at least three relevant reference projects in the past seven years should consider partnering or subcontracting with qualified firms, noting that Eskom does not permit subcontracting of 100% of the scope. Businesses must also be able to meet the OHS and ISO 9001-aligned quality requirements and attend the compulsory clarification meeting.
