On- and off-site occupational medical surveillance for approximately 500 construction workers on the Clanwilliam Dam raising project in the Western Cape, including medicals, X-rays, drug tests and mobile clinic services over 12 months. Closes 19 November 2026 at 11:00.
The Department of Water and Sanitation (DWS), through its Construction South unit, is inviting bids for the provision of on- and off-site medical surveillance assessments for employees working on the raising of Clanwilliam Dam, located on the Olifants River approximately 2 km southwest of Clanwilliam in the Western Cape. The raising forms the first phase of the Olifants-Doorn River Water Resources Project and includes concrete works, a free-standing intake tower, and other structures carried out while the dam remains in day-to-day operation. The contract is estimated to cover approximately 500 employees and runs for 12 months or until the full tender value is reached, whichever occurs first. Work is to be carried out in line with the Occupational Health and Safety Act, 1993 and the Construction Regulations, 2014 (Regulation 84), with employees exposed to hazards such as work at heights, confined spaces, dust, silica, asbestos, noise, hand-arm vibration, extreme temperatures and heavy machinery.
The scope covers pre-employment and baseline, periodic, transfer, promotion, permanent ill-health, exit and special medical examinations. Full medical screening includes physical examination, blood pressure, blood sugar and urine testing, electronic visual screening, audiometry, spirometry, chest X-rays on referral, and a 5-panel drug test. The successful bidder must provide an Occupational Health Medical Practitioner (HPCSA-registered, with an MBChB and postgraduate occupational medicine qualification) supported by an Occupational Health Nurse Practitioner (SANC-registered, with an occupational health qualification), and must issue Medical Certificates of Fitness, maintain full medical records, and hold calibration certificates for audiometric and vision equipment. Mobile clinic vehicles must be licensed, roadworthy and insured, and any X-ray equipment must hold valid SAHPRA Radiation Control licences. Off-site assessments of around 50 employees may be called for on an ad hoc basis anywhere in South Africa, and travel costs for up to two mobile clinics are priced per kilometre.
Mandatory requirements (Phase 1) include certified qualifications, CVs showing at least two years of relevant experience for the OHP and OHN, two reference letters for similar services, and calibration, licensing and insurance documents. Administrative compliance (Phase 2) requires a valid CSD report, SARS tax compliance, a COIDA Letter of Good Standing, CIPC registration and a B-BBEE certificate. Evaluation follows an 80/20 price-to-preference model, with up to 20 points for specific goals: women ownership (5), disability ownership (5), youth ownership (5), Western Cape location (2) and B-BBEE Level 1 or 2 EME/QSE status (3). Bids must be submitted by 11:00 on 19 November 2026 to the bid box at the Training Centre entrance, Clanwilliam Dam Site, Old N7 Route, with prices valid for 120 days. Bidders should confirm delivery timelines and other details directly with the contact persons, as the tender documents contain some inconsistencies (for example, delivery periods are stated differently in different sections).
This tender suits registered occupational health service providers with HPCSA-registered occupational medicine practitioners and SANC-registered occupational health nurses, as well as medical service companies that can supply mobile clinics with audiometry, spirometry, vision screening and licensed X-ray equipment. Providers with a Western Cape base, capacity for on-site work at a remote dam site, and experience with construction-sector medical surveillance are best placed to respond. Businesses with strong B-BBEE credentials or ownership by women, people with disabilities or youth may benefit from the specific goals points. Bidders must be able to meet the mandatory qualification, insurance, calibration and licensing requirements before the closing date, and should consider partnering with specialist subcontractors (for example, laboratory or radiology providers) where they cannot supply all services in-house.
