Refurbishment of Chemical Dosing Equipment

Rand Water has issued a Request for Quotation (RFQ 10416904) for the refurbishment of the ferric chloride and coagulant dosing equipment at the Rietvlei Water Treatment Plant in Tshwane. Ferric chloride and coagulant dosing systems are critical to the water treatment process, as they facilitate the coagulation and flocculation stages that remove suspended solids and impurities from raw water. The scope of work covers the refurbishment of eight Grundfos DDE 60-10 AR PVC/V/C dosing pumps (four for coagulant dosing and four for ferric dosing, each rated 60 l/h at 10 bar with PVC liquid ends), eight MFV G5/8 PVC/V 3-way valves, and two polypropylene wall-mounted pump stands for outdoor installation, each housing three pumps. Additional works include supply of mechanical consumables such as FIP valves, PVC fittings and piping; electrical consumables including glands and cables; painting and refurbishment of the chemical containment bund; factory acceptance testing and internal commissioning; provision of OEM manuals and data books; and travelling allowance for 200 km.

The contract is a single-award procurement under the CIDB Standard for Uniformity in Engineering and Construction Works Contracts, governed by the FIDIC Short Form of Contract (First Edition 1999), with Rand Water as the Employer. Bidders must be registered with the CIDB at a contractor grading of 1ME or higher for mechanical work, and joint ventures are permitted subject to CIDB requirements. Bids are evaluated on a pre-qualification stage (including a Letter of Good Standing from COIDA and a signed Form of Offer), a functionality stage requiring a minimum score of 70 out of 100 across previous experience, human resource capacity, equipment resource capacity, and work programme, and then on the 80/20 preference point system (80 points for price, 20 for B-BBEE status). Bidders must submit their bids electronically via the Rand Water Online Bids Application by 16:00 on 13 November 2026. A non-compulsory site briefing takes place on 3 November 2026 at 11:30 at the Rietvlei plant, and all visitors must wear safety shoes, carry a valid driver's licence, and have a valid vehicle disc for biometric access control.

The contract is expected to be placed by 30 November 2026, with all equipment to be handed over by 10 December 2026. The work will improve the reliability and operational continuity of chemical dosing at a major Tshwane water treatment facility, supporting Rand Water's obligation to deliver safe, potable water to the region. Bidders should note the bid validity period of 90 days from the closing date, the requirement for ISO 9001 certification on request, and the contractor's obligations under the Occupational Health and Safety Act, including provision of safety equipment and maintenance of insurance as specified in the contract.
