Detailed Description

Richmond Local Municipality is inviting bids for Phase 3 of the rehabilitation of the Siyathuthuka/Magoda Main Road in Wards 2 and 7, covering approximately 2.17km of municipal road in Richmond, KwaZulu-Natal. The project is a labour-intensive civil engineering contract under the SABS 1200 series, the GCC 2015 (3rd Edition) and EPWP guidelines. The scope includes site clearing and grubbing, hand excavation to expose services, relocation of fences and services, removal of sandy material, installation of pipe culverts with reinforced concrete headwalls and wing walls, gabion boxes and mattresses for erosion protection, and kerbing and channelling. The road structure comprises a 150mm selected layer (G7 or better), a 150mm sub-base (C4), a 150mm G2 base and a 40mm continuously graded asphalt surface. Impact compaction trials, daywork rates, traffic accommodation and a traffic safety officer are also required. The contract will be delivered under a Health and Safety Specification aligned with the OHS Act and the 2003 Construction Regulations.

Bidders must be registered on the CIDB register at grade 6CE or higher, or qualify as a joint venture in which the combined grading meets that requirement. Each party must also hold a valid National Treasury CSD registration and a SARS tax compliance PIN. Bidders must submit a compulsory enterprise questionnaire, proof of plant ownership or lease for an excavator, grader, compactor/roller, tipper truck and water cart, CVs and certified qualifications for the site agent (degree or N.Diploma in Civil Engineering or Construction Management) and the foreman (N4/N5 or N6), and appointment and completion letters for similar projects completed in the past five years. Financial capability evidence, a bank letter and a letter of good standing are required. Failure to submit mandatory documents results in disqualification. A compulsory briefing and site inspection takes place on 6 November 2026 at 10:00 at the Council Chamber, 57 Shepstone Street, Richmond. Bid documents cost R634.20 per set, payable in cash, and must be reserved in writing with SCM by 3 November 2026.

Evaluation is in two stages. Bidders must first score at least 70% on functionality, based on similar project experience, key personnel and plant. Qualifying bids are then scored on an 80/20 basis for price and specific goals, which include B-BBEE ownership and local residence within the Richmond municipal area. The municipality also requires local sourcing of materials, plant and unskilled labour under its Local Economic Development policy, with proof for audit. Successful contractors will benefit from a sizeable, multi-year local infrastructure pipeline and the opportunity to build a track record with a government client. Bids must be hand-delivered to the tender box at 57 Shepstone Street by 10:00 on 13 November 2026, and late, faxed or emailed submissions will not be accepted.

Suitable Businesses

This tender suits civil contractors registered with the CIDB at grade 6CE or higher, or joint ventures whose combined grading meets that level. Applicants should have experience in municipal road construction, culverts and asphalt surfacing, a CSD registration and a valid tax PIN, and access to the specified plant. Contractors based in or able to source local labour and materials in Richmond, particularly B-BBEE-qualifying EMEs and QSEs, will score well on the specific goals. Businesses that cannot meet the mandatory documentation or the 70% functionality threshold should not apply.
