SAPO seeks a contractor to repair water and sewer pipes, replace a 5000 L water tank and booster pump, and unblock and replace 16m of sewer line at Kwangwanase Post Office, KwaZulu-Natal. Requires CIDB grade 1GB and COIDA registration; closes 13 November 2026.
The South African Post Office Limited (SAPO) has issued Request for Quotation RFQ 26/27/94 to appoint one or more service providers to repair the water supply and sewer infrastructure at Kwangwanase Post Office, Main Street, next to the police station, Kwangwanase 3973. The scope includes replacing the damaged water storage tank with a 5000 L tank carrying a 10-year warranty, mounted on a 2.5 m high stand; replacing the damaged booster pump with a 1.1 kW pump, controller and pump cover; unblocking the sewer line and replacing 16 m of damaged sewer line, including the installation of two rodding eyes; and servicing the WC and replacing 22 mm PVC water pipes and fittings to the kitchen sink, wash-hand basin and WC. The work must comply with South African building regulations, the Occupational Health and Safety Act, 1993, and all applicable local municipal by-laws.
Bidders must meet several gatekeeping requirements or be disqualified. These include a completed pricing schedule/BOQ covering all items, a valid CIDB registration at minimum grade 1GB (or an active CRS number) valid on the closing date, proof of COIDA registration with an active certificate, and registration on the National Treasury Central Supplier Database (CSD). Bidders must also complete and sign SBD 1, SBD 4, the confidentiality and non-disclosure agreement, the certificate of acquaintance with bid documents, and Annexure BC confirming compliance with the specification. Bidders must hold a valid tax compliance status PIN, and SAPO will not contract with non-compliant suppliers. Attendance of the compulsory briefing session on 6 November 2026 at 10:00 is a mandatory evaluation phase. Pricing must be in South African Rands and include VAT at 15%, labour, equipment, materials, dismantling, transport and disposal. Quotes are valid for 120 days from closing.
Evaluation uses an 80/20 preferential point system, with 80 points for price (benchmarked against the lowest quote) and 20 points for specific goals based on B-BBEE status. Bidders must submit a valid B-BBEE certificate or sworn affidavit, and joint ventures or consortia must provide consolidated B-BBEE certificates and signed agreements. Bids must be emailed to SAPORFQ@postoffice.co.za by 11:00 on 13 November 2026, and clarification questions must be submitted in writing by 10 November 2026. Payment is due 30 days after statement. The award offers a defined site-based repair contract with a public institution, and successful contractors may also gain experience in municipal-standard plumbing and sanitation work.
This tender suits plumbing, water and sanitation, and general building contractors registered with the CIDB at minimum grade 1GB and with active COIDA cover. Businesses should be able to complete the site assessment, supply the 5000 L tank, booster pump and PVC piping, and undertake sewer excavation and rodding. Local contractors in KwaZulu-Natal may find travel and logistics more manageable, but the document does not state a local requirement. Level 1 to 4 B-BBEE contributors, EMEs and QSEs can earn specific-goal points, and joint ventures or consortia may apply if they meet the consolidated B-BBEE and agreement requirements. Businesses should confirm the CIDB grade, CSD registration and tax compliance status before preparing a bid, and should attend the compulsory briefing on 6 November 2026.
