Overview

Summary

Rand Water seeks a single contractor to replace asbestos-containing ceilings, dry walls, gable cladding and fascia boards with approved non-asbestos materials at multiple depots. Requires CIDB 3SN grading, SHE compliance and removal of waste. Closes 24 November 2026.

Detailed Description

Rand Water, South Africa's largest bulk water utility, has issued a Request for Quotation (RFQ 10416233 D) for the replacement of asbestos-containing building materials with non-asbestos alternatives at various sites. The scope covers dry walls, ceiling work, gable cladding and fascia boards that were constructed using asbestos materials. The appointed contractor will be responsible for the full renovation cycle, including demolition, safe handling, supply and installation of approved non-asbestos materials, and reinstatement of the surrounding areas to acceptable standards. The scope of work names twelve depots: Benoni, Esselen Park, Bloemendal, Brakpan, Forest Hill, Germiston, Krugersdorp, Libanon, Meyerton, Waterval, Wildebeestfontein Dosing Plant and Amanzimtoti. The Site Information annexure separately lists a much wider set of reservoir, pumping station, borehole and break pressure tank sites across Gauteng and surrounding areas. Interested bidders should clarify the final site list at the non-compulsory briefing session, which is scheduled for 27 October 2026 at 11:00 at the Esselen Park Depot.

The contract is awarded to a maximum of one supplier using a single-volume procurement approach under the FIDIC Short Form of Contract (First Edition 1999), with Rand Water's particular conditions applying. The awarded contractor must supply all labour, materials and equipment, compile and submit SHE files before commencement, remove and dispose of demolished materials, and comply with the Occupational Health and Safety Act and asbestos-related regulations. Contractors must hold a CIDB contractor grading designation of 3SN or higher, and joint ventures are permitted if each member is CIDB-registered and the combined grading meets the requirement. A performance security equal to 10% of the accepted contract amount applies. The contract placement is estimated for on or before 4 December 2026, with all equipment and plant to be handed over by 31 March 2027.

Evaluation follows the 80/20 preference point system, with 80 points for price and 20 points for B-BBEE status. Bidders must pass pre-qualification requirements, including a Letter of Good Standing from the Department of Labour or an accredited institution, and must score at least 70% on functionality. Functionality is assessed on four equally weighted criteria of 25 points each: previous related experience (at least three company references for a full score), human resource capacity, equipment resource capacity, and a credible work breakdown schedule and project programme. Bids must be submitted through the Rand Water Online Bids Application by 16:00 on 24 November 2026, and remain valid for 90 days. This opportunity offers a significant asbestos remediation project for qualified contractors with demonstrated safety compliance and multi-site delivery capability.

Suitable Businesses

This tender suits CIDB-registered building and renovation contractors graded 3SN or higher, particularly those with asbestos abatement, roofing, cladding, drywall or ceiling replacement experience. Companies must be able to demonstrate at least three similar completed projects, a suitable organogram and equipment, a detailed programme, and strong health and safety systems, including the ability to compile SHE files. Asbestos specialists may partner with general building contractors through a joint venture, provided each member is CIDB-registered and the combined grading meets the requirement. Small and medium contractors with B-BBEE credentials are well placed to benefit from the preference points. Companies with no CIDB registration, no asbestos handling competency, or no experience in multi-site government or utility contracts should consider whether they can meet the functionality and pre-qualification thresholds before bidding.
