Open Closing: 24 Nov 2026 at 11:00 Published: 30 Oct 2026

Overview

Summary

The HDA seeks a CIDB Grade 8CE contractor to complete engineering services (roads, stormwater, sewer, water reticulation) for 748 unserviced erven in Westbank, East London, Buffalo City. Contract value expected R60m to R200m; closing 24 November 2026.

Detailed Description

The Housing Development Agency (HDA), acting as implementing agent for the National Department of Human Settlements, Eastern Cape Department of Human Settlements and Buffalo City Metropolitan Municipality (BCMM), is inviting proposals from suitably qualified contractors to complete the outstanding engineering services for the Westbank Restitution Phase 2 housing project. The project is located approximately 10 km south-west of East London CBD. A previous contractor terminated its contract in July 2025 on non-payment grounds, leaving the works incomplete. The balance of the 970 serviced-site development, comprising 748 unserviced erven, must now be completed by a financially capable replacement contractor.

The scope of work includes construction of internal roads (5.0m and 5.5m wide) with kerbing and asphalt surfacing; stormwater drainage using 450mm to 600mm diameter pipes with kerb inlets, manholes and outlet structures; sewer reticulation with 160mm uPVC gravity sewers and 110mm uPVC house connections; water reticulation using 75mm to 160mm uPVC pipes; and electrical cable ducts at road crossings only. Works must comply with the SABS 1200 series standards and the General Conditions of Contract for Construction Works (3rd Edition, 2015). Existing materials on site, including installed assets and unfixed materials, are protected under a security arrangement that will remain in place until the new contractor is appointed.

Contractors must hold CIDB registration in the Civil Engineering (CE) category at grading 8CE or higher and demonstrate financial capacity to meet the required construction pace. Evaluation is based on a 90/10 price and specific goals model with a 70% minimum functionality threshold, which assesses company experience (projects of at least R30 million each), a full-time construction manager (CR 8.1 appointee), and a full-time construction health and safety officer (CR 16.2 appointee). Bidders must submit separate sealed envelopes for technical and financial proposals, along with SBD forms, a CSD report, tax compliance status and COID good standing. The project offers a substantial opportunity for experienced civil engineering contractors to deliver a high-profile community housing project with a clear, documented scope and a published Bill of Quantities.

Suitable Businesses

CIDB-registered civil engineering contractors graded 8CE or higher, with proven experience (minimum R30 million per project) in constructing municipal engineering services such as roads, stormwater, sewer and water reticulation. Applicable to contractors with financial capacity to sustain the required construction pace, able to employ a full-time construction manager and construction health and safety officer with appropriate ECSA/SACPCMP registration. Black-owned, youth-owned, women-owned, disabled-owned and EME/QSE businesses may benefit from specific goals points, provided they can substantiate claims through CSD or sworn affidavits. Joint ventures and consortia with complementary civil and infrastructure capabilities are also eligible.
