To be eligible, bidders must attend a compulsory briefing session on 12 November 2026 at 11:00 and must provide a valid Certificate of Occupancy, electrical, water, fire safety and annual emergency equipment compliance certificates, and valid business insurance such as public liability cover. Functionality will be scored on the quality of the offer, location accessibility, programme quality and at least three client reference letters from the past five years, with a minimum of 70% required to proceed. The remaining 80 points are allocated to price and 20 points to specific goals, including black ownership, women ownership and South African ownership.
