Kouga Local Municipality seeks suppliers to deliver and install a 38/40 kVA three-phase diesel generator with automatic changeover switch at the Humansdorp admin building. Bidders need CIDB grading 1EB/1EP, proof of two similar projects and electrical registration. Closes 6 November 2026.
Kouga Local Municipality (Eastern Cape) has issued Request for Quotation (RFQ) 258/2026 for the supply, delivery, offloading and installation of a 38/40 kVA three-phase diesel generator. The generator is to be fitted with an automatic changeover switch (ATS) to provide seamless backup power to the Humansdorp administration building. The specification calls for a silent-version unit rated at a maximum of 41 kVA at 380V and 1500 RPM, with approximately 30.4 kW real power at a 0.8 power factor, 50 Hz, and a 3-phase, 4-wire configuration. Key technical requirements include a constant-voltage AVR, a 24V electric starter with a rechargeable lithium battery, a 75-litre fuel tank (around 13 hours at 75% load), a four-cylinder water-cooled diesel engine with low oil pressure protection, steel mounting brackets for a precast plinth, a digital control panel, and status indicators. The ATS must detect mains failure, start the generator and transfer the load automatically, then retransfer and shut down the generator once grid power is stable. Units must be factory tested to ISO 8528 and IEC 60947-6-1, comply with SANS 10142-1, SANS 8528, NRS 097-2 and the Occupational Health and Safety Act, and include licence-free PC software. The installation scope covers a 95mm² x 4-core armoured cable, a 160A IP65 enclosed ATS, a 2000 x 1000 x 200mm precast concrete plinth, an IP65 surface-mounted distribution board, circuit breakers and earth leakage protection, trunking, copper earthing, cable accessories, and a certificate of compliance (CoC). Labour and plant rates (LDV transport, TLB, supervisor, artisan and general assistant) are also priced.
Bidders must hold CIDB registration at grading 1EB or 1EP or higher and submit proof of good standing. They must also provide proof of at least two similar completed jobs (such as reference letters, appointment letters, invoices, purchase orders or completion certificates) and proof of registration with the Department of Employment and Labour as an electrical contractor or equivalent. Other mandatory returnables include an original, valid SARS Tax Clearance Certificate (TCC 001), a Municipal Billing Clearance Certificate, a CSD summary report, a B-BBEE certificate or sworn affidavit, a CIDB registration proof, and completed MBD forms. Pricing must be firm and include all delivery costs to the Humansdorp admin building. Tenders are evaluated on an 80/20 price and preference basis, with up to 20 points for specific goals: B-BBEE status (up to 10 points) and location within the Kouga, Sarah Baartman, or Eastern Cape boundaries (up to 10 points). Bidders must submit supporting proof for these claims. Submissions must be sealed and placed in the tender box at 16 Woltemade Street, Jeffreys Bay (Room 1) by 12:00 on Friday, 6 November 2026. Both an original hard copy and a USB or CD copy are required, and the tender remains valid for 90 days from closing.
The main value of this opportunity lies in a public-sector contract that strengthens the municipality's backup power capacity at a key administrative facility. Bidders should note an inconsistency in the documents: one section of the specification states that installation is excluded, while the title, the pricing schedule and the employer's objective require delivery and installation. Interested bidders should seek clarification from the contact person before the closing date and price the scope in full. Early preparation is advised, particularly for the registration, tax clearance and reference documentation, which are often the most time-consuming requirements.
This tender suits electrical contractors and generator suppliers or installers with CIDB grading 1EB/1EP or higher, registered electrical contracting credentials, and a track record of at least two comparable generator or standby power installations. It is particularly relevant to businesses based in Kouga, the Sarah Baartman District or the Eastern Cape, which can earn additional specific-goals points. Companies that can supply and install a 38/40 kVA ATS-equipped generator, produce a valid SARS tax clearance and municipal clearance, and meet B-BBEE requirements should apply. Larger firms with capacity for full turnkey delivery and certification are well placed, as are EMEs and QSEs that can demonstrate the required experience and compliance documents.
