Eskom, through its subsidiary Eskom Rotek Industries (ERI), has issued Tender E0526CSERI for the supply, delivery and offloading of electrical and mechanical consumables for microgrid and solar PV projects. Goods are required on an as-and-when-required basis for a five-year period, with delivery to project sites nationwide. The tender is an open invitation under Eskom's Standard Conditions of Tender. The contract will be awarded to a minimum of one and a maximum of two suppliers, pro rata by budget value, and the tender must be submitted for the whole of the contract. The conditions of contract are the NEC3 Supply Contract (SC3). Pricing is in a schedule of unpriced BOQ items, submitted in both PDF and Excel formats. Contract price adjustment (CPA) is not applied in year one. From year two, CPA may apply to a maximum of 85% of the contract value, with a minimum of 15% fixed. Separate local and foreign CPA formulae are required. Payment terms are 30 days from receipt of undisputed invoices for contracts below R50 million (incl. VAT) and 60 days above that threshold.
Bidders are evaluated in two stages. Functionality is assessed first, with a minimum threshold of 75% and a headline weighting of Experience in Similar Services (40%), Technical Capabilities (50%) and Execution & Logistics (10%). Technical capabilities cover technical data sheets, test certificates from accredited laboratories (e.g. SABS or TÜV) and mechanical specifications for DC/AC circuit breakers and changeovers, and DC/AC power cables. Execution and logistics require a delivery schedule committing to a five-week lead time, a packaging and labelling plan (including wooden crates for fragile items and waterproofing), and a logistics plan (including flatbed transport for containers and climate control for batteries). The ITT's sub-criteria weightings do not fully reconcile with the headline split, so bidders should confirm the scoring method in the full documents. Qualifying bids are then scored 90 points for price and 10 points for specific goals under the 90/10 preference system. Eskom also applies objective criteria covering SHE, quality and finance.
Mandatory returnables include a valid CSD registration, tax compliance status, a COIDA certificate of good standing, the Annexure A to K forms, and an integrity declaration. Local content declarations (SBD 6.2, Annexures C, D and E) must be submitted. Audited financial statements for the previous 36 months are required, or for the last year where those are not available. Quality requirements follow Eskom specification 240-105658000, which requires a quality management system aligned to ISO 9001, a contract quality plan and a quality control plan. Health and safety compliance is also required, including the Eskom Life Saving Rules, the Contractor Health and Safety Requirements, and the Eskom Cardinal Rules. Successful suppliers must also meet Supplier Development, Localisation and Industrialisation (SDL&I) commitments. These include a B-BBEE improvement or retention plan (suppliers rated Level 5 to 8 or non-compliant must reach Level 4 by the end of year one), a bursary of R80,000 per R4.8 million invoiced, 1% of invoiced amounts directed to socio-economic development, and at least 50% of semi-skilled and 100% of unskilled labour sourced from the local municipality. A quarterly penalty of 2.5% of invoiced value (excluding VAT) applies for non-compliance. Subcontracting 100% of the scope results in disqualification.

Pure installation or service companies without supply capability, and firms unable to self-perform at least part of the scope, are unlikely to qualify. Companies that cannot meet the 75% functionality threshold or the mandatory returnables should not bid.
