Contract for servicing 18 portable toilets along a 65 km pipeline route near Steinkopf, Northern Cape, three times weekly, plus weekly septic tank sludge removal at the DWS office. Budget up to R999,999.99 incl. VAT. Closes 19 November 2026 at 11:00.
The Department of Water and Sanitation (DWS), Construction South, is inviting bids for the servicing of portable toilets and the removal of sludge from an office septic tank in support of the Namakwa Bulk Water Supply (BWS) Project in the Northern Cape. The project forms part of the upgrading and refurbishment of existing water supply infrastructure to ensure sustainable water supply in the Namakwa region, with most construction activity taking place alongside the Henkries Road. The contract covers sanitation support for construction crews working between the N7 and the Orange River pump station, and for the DWS site office in Steinkopf. The total budget is capped at R999,999.99 including VAT, and the bid will be awarded on a firm, all-inclusive price basis.
The core scope has two parts. The first is the servicing of 18 mobile toilets stationed at different locations along the pipeline route, approximately 65 km one way from the DWS site office in Steinkopf to the Orange River abstraction facility. Each toilet must be cleaned three times per week, with servicing requirements including SANS-approved chemicals for the interior, exterior and bucket of each unit, anti-bacterial agents to manage bacterial problems, an enzyme reconditioner for odour control, and at least four deodorant blocks placed in each toilet after each day of cleaning. Toilet buckets must be emptied only at the registered oxidation pond facility in Steinkopf. The second part is the waste (sludge) removal of the 8,000 L septic tank at the DWS office in Steinkopf, to be cleaned once per week using a honeysucker vehicle. Disposal must be at the Steinkopf oxidation ponds or, alternatively, at another Wastewater Treatment Works with proof of disposal provided. The bill of quantities is based on estimated volumes of 177 toilet service days and 59 septic tank removal days, although quantities are estimates only and orders will be placed as requirements arise. The Department may also purchase only one of the two service items.
Bidders should note the strict operational and documentation requirements. Daily photo evidence, time- and date-stamped, must be taken for each service, covering the toilet before and after cleaning, bucket condition, loading, and disposal at the oxidation facility. A weekly photo report and service register must accompany each invoice, and invoices without the complete photo report will not be processed for payment. The successful bidder must provide a delivery schedule within five working days of acceptance, begin service within ten working days of the first order, and appoint a designated contact person. Work is restricted to 08:00 to 15:00 on weekdays, excluding public holidays, the period 11 December to 9 January, and the last Friday of each month unless otherwise agreed. Vehicles must be roadworthy and fit for purpose on gravel roads, and bidders must complete compulsory site inductions and supply safety file documents, including a Letter of Good Standing from the Compensation Commissioner and medical fitness certificates for employees. Payment is made monthly by electronic funds transfer within 30 days of receipt of an approved tax invoice, and no price escalation will be considered. Bids must include VAT at 15% separately and remain valid for 120 days from the closing date.
For suppliers, this tender offers a recurring, regional contract with a government client and a clear structure for pricing and payment. Bidders must be registered on the Central Supplier Database, tax compliant with SARS, registered with CIPC, and hold a valid B-BBEE certificate or sworn affidavit to claim preference points. Evaluation follows the 80/20 preference point system, with 80 points for price and 20 points for specific goals, including ownership by women, people with disabilities and youth, location of enterprise in the Northern Cape, and B-BBEE status. Mandatory documents include the SBD 1, SBD 3.1 pricing schedule, SBD 4 declaration of interest, and SBD 6.1 preference claim form, with proof of signing authority and, where applicable, written permission for disposal at a registered site or a municipal pre-approval letter. Bid documents are submitted to the bid box at the Training Centre entrance, Clanwilliam Dam site, Old N7 Route, by 11:00 on 19 November 2026.
