Provision of 36-month maintenance and repair services for coal-fired steam boilers and ancillary boiler house equipment at St Albans Prison, Gqeberha, for the Department of Public Works and Infrastructure. Bidders must hold a CIDB 5ME grading or higher, provide qualifying boiler-project references, and meet minimum key staff requirements.
The Department of Public Works and Infrastructure (DPWI) invites tenders for the maintenance and repair of steam generating installations at St Albans Prison in Gqeberha, Eastern Cape, over a 36-month term. The scope covers horizontal packaged wetback shell and fire-tube coal-fired boilers with chain grate stokers, together with ancillary equipment including coal and ash handling systems, grit collectors and chimneys, draught fans and damper controls, feed-water pumps and tanks, water treatment plant, safety and main steam valves, refractories, instrumentation, electrical control panels, insulation and cladding. Statutory obligations under the Occupational Health and Safety Act, including internal and external inspections and hydraulic pressure testing every 24 months performed by an approved inspection authority, form part of the contract. The contractor is also responsible for operating and maintenance manuals, logbooks and attendance registers, coal, ash and water-treatment chemical delivery control, boiler efficiency monitoring, and monthly reporting to the Engineer or Departmental Representative. Routine, corrective and breakdown maintenance must be performed against defined maximum down-time standards, and repaired items carry a 12-month guarantee from certificate of completion.
The tender is governed by an 80/20 preference point system, with 80 points for price and 20 points for specific goals, including Eastern Cape location and ownership by black people, women, youth and persons with disabilities. Functionality is scored out of 100 with a minimum qualifying score of 50: three to six or more relevant boiler-project references valued above R900,000 completed in the last five years, bank rating codes A to D, and key staff comprising millwright or fitter technicians, boiler operators and an electrician. A compulsory briefing meeting takes place on 12 November 2026 at 10:00, and bids close on 24 November 2026 at 11:00. This tender is one of four concurrent boiler maintenance contracts (Fort Glamorgan, Mdantsane, St Albans and Kirkwood prisons), and the Department may award more than one to a single bidder subject to objective criteria. Bidders should note the required tender document fee of R700, the GCC 2015 and FM conditions of contract, and the requirement for CSD, CIDB and tax compliance.
Mechanical contractors and boiler service companies holding a CIDB contractor grading of 5ME or higher, with demonstrable experience in steam boiler maintenance and repair on projects valued above R900,000. Suitable for firms able to field a millwright or fitter, at least one boiler operator and an electrician, and to provide three or more signed reference letters on the Departmental template. Emerging enterprises, EMEs and QSEs based in or serving the Eastern Cape, and businesses at least 51% owned by black people, women, youth or persons with disabilities are particularly well placed to benefit from the specific goals points. Joint ventures and consortia may also apply, provided they submit the required resolutions and a consolidated B-BBEE certificate. Firms without boiler-specific experience or the required CIDB grading should not apply.
