SignHub Advanced e-Signature Licences NEW

The KwaZulu-Natal Department of Public Works & Infrastructure (DPWI) has invited suitable and capable service providers to quote for the supply of SignHub Advanced electronic signature licences and uploader licences for a 12-month period. The requirement is for 30 additional SignHub Advanced licences, including one-time passwords (OTPs), and 33 additional SignHub Uploader-only licences, plus implementation services. The licences will support the Department's head office at O.R. Tambo House, 191 Prince Alfred Street, Pietermaritzburg. The procurement is reference ZNQ 86/26/27 and is issued as an Invitation to Quote under the Preferential Procurement Policy Framework Act and the Preferential Procurement Regulations, 2022.

Bidders must be registered on the Central Supplier Database (CSD) at the closing time, and must provide a valid tax compliance status PIN or CSD number. Bids are evaluated in two phases. Phase 1 is an administrative compliance check covering correct completion of bid documents, CSD registration and tax matters. Failure at this stage leads to disqualification. Phase 2 requires three reference letters for similar projects of comparable value, submitted with the quotation, and the Special Conditions of Contract also require proof of prior experience delivering similar products to a government department. Price is scored at 80 points and specific goals at 20 points. The 20 points are for 100% black ownership, supported by a sworn affidavit signed before a Commissioner of Oaths. The Department may award to a bidder other than the lowest bidder and will conduct a detailed risk assessment before award. Only firm prices are accepted, and VAT at 15% must be included. The pricing schedule requires a firm offer and a Grand Total inclusive of all taxes.

The contract will provide the Department with expanded electronic signature capacity, supporting faster, auditable and paperless approval processes across its offices. Successful bidders gain a government contract of 12 months, with a written contract (SBD 7) and standard General Conditions of Contract, including 30-day payment terms after invoice. Bidders should note the closing date of 13 November 2026 at 11:00, that late, faxed or e-mailed submissions are not accepted, and that bids must be lodged in the tender box at the Lower Ground Floor (Foyer), 191 Prince Alfred Street, Pietermaritzburg, on the Department's official forms without retyping.
