Summary

Supply and delivery of 150 x 25kg bags of Sika 212 or equivalent non-shrink grout for the raising of Clanwilliam Dam in the Western Cape. Bidders must meet strict technical specifications, hold valid tax and CSD registration, and deliver to site within 10 working days of order.

Detailed Description

The Department of Water and Sanitation, through its Construction South unit, has issued a tender for the supply and delivery of non-shrink grout for the raising and rehabilitation of Clanwilliam Dam on the Olifants River, approximately 2 km south-west of Clanwilliam town in the Western Cape. The estimated requirement is 150 bags of 25kg one-component, grey, ready-to-mix non-shrink grout, with Sika 212 or an approved equivalent specified. The project involves raising the dam wall to approximately 370 m in length and 49 m in maximum height, along with downstream concrete works, apron extension, a free-standing intake tower, outlet and power house structures, and coffer dam works. Because the dam must remain operational during construction, the grout supply is critical to a major public water infrastructure project. Quantities are estimates only and orders will be placed as requirements become known, and the Department may purchase only one or more items as needed. The closing date is 19 November 2026 at 11:00, with bids deposited in the bid box at the Clanwilliam Dam site entrance.

Technical compliance is central to this tender. Products must meet the following specifications: a soluble chloride ion content of 0.05% or less, a maximum grain size (Dmax) of 2.4 mm, a shelf life of 12 months from delivery, and packaging in 25kg bags. Indicative performance targets at 25 degrees Celsius are compressive strength of approximately 31 MPa at 1 day, 80 MPa at 7 days, and 95 MPa at 28 days, with flexural tensile strength of about 5.8, 8.3 and 10.2 N/mm2 at 1, 7 and 28 days, and direct tensile strength of about 2.6, 4.7 and 5.4 N/mm2 at the same intervals. Bidders must submit technical datasheets or brochures for the product offered, clearly indicating the qualifying specifications, sign the technical declaration confirming compliance, and complete the mandatory forms (SBD 1, SBD 3.1, SBD 4 and SBD 6.1). Required administrative documents include a CSD report, a valid SARS tax compliance PIN or clearance, a CIPC registration certificate, an original or certified B-BBEE certificate, and proof of authority to sign the bid. Failure to submit any mandatory document renders the bid non-responsive. Evaluation follows four phases: mandatory requirements, administrative compliance, technical evaluation, and preference points under the 80/20 system, with 80 points for price and 20 points for specific goals covering women, people with disabilities and youth ownership, Western Cape location, and B-BBEE status.

Delivery and commercial terms are strict. The successful bidder must provide a delivery schedule within 5 working days of acceptance, and delivery must commence within 10 working days of the first order. Deliveries are to the DWS Construction South site offices at Clanwilliam Dam, between 08:00 and 15:00 on working days, excluding weekends, public holidays, 11 December to 9 January, and the last Friday of each month. Materials must be shrink-wrapped and palletised, and all transport, packaging and delivery costs must be included in an all-inclusive, firm unit price, with no price adjustments permitted. The offer must remain valid for 120 days from closing. Payment is made by EFT within 30 days of receiving an approved original tax invoice supported by signed delivery notes, and no cash or cheque payments are made. Non-compliant loads will be rejected and must be removed at the supplier's cost, and late delivery may incur penalties under the National Treasury General Conditions of Contract. Bidders should note that the pricing schedule states a 7-day delivery period after order, which differs from the 10-working-day commencement requirement in the specifications, so clarification with the contact persons before bidding is advisable.

Suitable Businesses

This tender suits manufacturers, authorised distributors and dealers of cementitious non-shrink grouts and construction chemicals, particularly those able to supply Sika 212 or a technically equivalent product that meets the stated chloride, grain size, shelf life and strength specifications. Suppliers should be tax compliant, registered on the Central Supplier Database and CIPC, and capable of delivering palletised, shrink-wrapped stock to the Clanwilliam site within the required timeframes. Western Cape-based companies, and businesses that are at least 51% owned by women, people with disabilities or youth, or that hold strong B-BBEE status, can claim preference points under the 80/20 system. Logistics-capable suppliers in the Western Cape and Northern Cape corridor will be best placed to meet delivery requirements.
