Detailed Description

The Department of Water and Sanitation (DWS), through its Construction South unit, has issued a tender for the supply and delivery of non-woven needle-punched geotextile for the rehabilitation of Clanwilliam Dam on the Olifants River, approximately 2 km south-west of Clanwilliam town in the Western Cape. The project involves raising the dam wall (approximately 370 m long and 49 m maximum height) with works that include downstream concrete addition, apron extension, a free-standing intake tower, and coffer dam works. The geotextile is a required material for this civil works project. The estimated requirement is 1,246 m², and the Department may order items as needed, purchasing only the quantities required. Orders will be placed as requirements become known, and quantities are estimates subject to change.

The product must meet detailed technical specifications, including a nominal mass of 550 g/m² (±10%), a thickness of 4.6 mm under 2 kPa, a permittivity of 1.00 s⁻¹, and pore size O90/O95 of 104/114 µm. Mechanical requirements include CBR puncture strength of 6.5 kN MARV, trapezoidal tear strength of 1,050 N MD/CD MARV, grab strength of 2,100 N MD/CD MARV, and tensile strength of 35/35 kN/m MARV. Bidders must submit technical datasheets or brochures that clearly identify the item and its qualifying specifications, and must sign a declaration confirming compliance. Non-compliant loads will be rejected at the supplier's cost. The bid is evaluated in four phases: mandatory documents, administrative compliance, technical evaluation, and preference points under the 80/20 system (80 points for price and 20 for specific goals). The specific goals include women ownership, people with disabilities, youth ownership, Western Cape location, and B-BBEE status level. Bidders must also meet the minimum local content threshold for textiles set by the dtic (Annex C), and must provide a CSD report, a valid SARS tax compliance PIN, a CIPC registration certificate, a B-BBEE certificate, and SBD 1, SBD 4, SBD 6.1, and SBD 3.1 forms.

Delivery is required to the DWS Construction South site offices at Clanwilliam Dam. The successful bidder must provide a delivery schedule within five working days of acceptance, and deliveries must begin within ten working days of the first order. Deliveries are accepted from 08:00 to 15:00 on working days, excluding weekends, public holidays, 11 December to 9 January, and the last Friday of each month. All transport and delivery costs must be included in the unit price, and an all-inclusive delivered price is required. Prices are firm for 12 months, with no price adjustments permitted. The offer must remain valid for 120 days from the closing date. Payment is made monthly by electronic funds transfer within 30 days of receipt of an approved original tax invoice supported by signed delivery notes. No performance security is required. Late delivery may attract penalties under the National Treasury General Conditions of Contract. Bids close on 19 November 2026 at 11:00 and must be deposited in the bid box at the training centre entrance on the Clanwilliam Dam site (Old N7 Route). Bidders are advised to visit the site to understand road access and conditions before bidding, and to review site-specific health, safety, and environmental requirements.

Suitable Businesses

This tender suits manufacturers, importers, and distributors of geotechnical and civil engineering textiles, particularly those supplying needle-punched nonwoven geotextiles that meet the stated specifications. Bidders must be able to provide technical datasheets proving compliance, meet the local content threshold for textiles, and deliver to a rural site near Clanwilliam within the required timeframes. Small and medium enterprises that are women-owned, youth-owned, or have people with disabilities as owners, as well as Western Cape-based enterprises and businesses with strong B-BBEE status, may benefit from the preference points. Businesses without a manufacturing or supply capability for this specific product, or those unable to commit to the all-inclusive delivered pricing and firm pricing conditions, should not apply.
