Overview

Summary

Supply and delivery of pneumatic tools and water pumps, including rock drills, pavement breakers, needle scalers and submersible pumps, to the Clanwilliam Dam construction site in the Western Cape for DWS. Firm pricing, all-inclusive delivery within 7 days of order, closing 19 November 2026.

Detailed Description

The Department of Water and Sanitation (DWS), through its Construction South unit, has issued bid WTE-0606 CS for the supply and delivery of pneumatic tools and water pumps for the raising of the Clanwilliam Dam on the Olifants River, approximately 2 km south-west of Clanwilliam town in the Western Cape. The raising project includes a new dam wall of approximately 370 m in length and 49 m in maximum height, a free-standing intake tower, a river outlet control house, a power generating house, a short tunnel, coffer dam works and various pipe outlet structures. The works must proceed without interfering with the day-to-day operation of the dam, so equipment reliability and specification compliance are critical.

The bid covers nine line items: a pneumatic hand-held rock drill (FT 100 pusher leg compatible, 33 to 76 mm bore), a submersible pneumatic air water pump (1000 litres per minute or better, ductile iron construction), a submersible electric water pump (3-phase, 5.5 kW or better, 1000 litres per minute or better), pneumatic pavement breakers (approximately 40 kg, for reinforced concrete), pneumatic needle scalers with two needle sets each, two pneumatic impact tool models with specified reverse and working torque ranges, a pneumatic tool with a holding device, and a 2.2 kW single-phase submersible drainage pump with float switch. Quantities are estimates only and orders will be placed as requirements arise, and the department may purchase only one or more of the items. Pricing must be all-inclusive, firm for the stated period, and presented in Rand excluding VAT with VAT shown separately. The total contract value is limited to a threshold of R999 999.99 including VAT. Delivery to the designated store yard at the site must occur within 7 days of an official order, during Monday to Thursday 08:00 to 14:00 and Friday 08:00 to 12:00, excluding public holidays, the period 11 December to 10 January, and the last Friday of each month. Payment is made by EFT within 30 days of an approved original tax invoice accompanied by signed delivery notes.

To be considered, bidders must submit a CSD report, a valid SARS tax compliance PIN or clearance, CIPC registration, an original or certified B-BBEE certificate, a signed SBD 1, SBD 3.1, SBD 4 and SBD 6.1, and a completed technical datasheet or brochure for every item that clearly shows the qualifying specification. Bidders must also provide a manufacturer's letter confirming availability of spare parts and aftermarket repair service. Original equipment manufacturers must submit a letter stating this status. Non-manufacturers must provide proof of a supplier credit or cash account, a letter of intent, or a financial arrangement from an accredited institution covering 10% of the bid value, dated no older than three months before closing. Evaluation proceeds in four phases: mandatory documents, administrative compliance, technical specification compliance (non-compliance with any specification disqualifies the bid), and preference points on an 80/20 price-to-goals basis. The 20 preference points cover women ownership, disability ownership, youth ownership (ages 14 to 35 under the regulations, as stated in the bid), Western Cape location, and B-BBEE level 1 or 2 status for EMEs or QSEs, and each claim requires supporting affidavits or certificates.

This tender offers value to suppliers and manufacturers of pneumatic and pumping equipment who can meet the technical specifications and deliver quickly to a Western Cape construction site. Bidders with a local presence in the Western Cape, or with women, youth or disabled ownership, can gain additional preference points. Note that the bid is currently listed as a draft in the eTenders system, so bidders should verify the official closing details and any amendments through the e-tender portal before submission. Bidders should also confirm the technical datasheets and specification compliance for each item in advance, as incomplete or non-compliant submissions will be rejected.

Suitable Businesses

This tender suits suppliers, distributors and manufacturers of pneumatic power tools, rock drills, pavement breakers, needle scalers, impact tools and submersible or drainage pumps that can meet the stated technical specifications. Original equipment manufacturers and authorised distributors with reliable parts and aftermarket support are well placed to bid. Businesses based in the Western Cape can claim location preference points, and women-owned, youth-owned and disability-owned enterprises can claim ownership preference points. Bidders must hold a valid CSD registration, SARS tax compliance, CIPC registration and a B-BBEE certificate, and must be able to supply the required technical datasheets, a parts and service letter, and, if not the manufacturer, proof of credit or financial arrangement covering 10% of the bid value. Smaller suppliers with the capacity to deliver within 7 days of order to the site may also be competitive, though the requirement to supply all items strictly to specification means that businesses should only bid on items they can fully comply with. Bidders should verify the official closing date and any amendments on eTenders before submitting.
