Supply and delivery of 10 x 200-litre drums of emulsified mineral shutter release oil to the Clanwilliam Dam rehabilitation site in the Western Cape. Bids must meet the technical specification, include an all-inclusive delivered price, and close on 19 November 2026 at 11:00.
This tender invites registered suppliers to supply and deliver shutter release oil for the rehabilitation of Clanwilliam Dam, located on the Olifants River approximately 2 km south-west of Clanwilliam town in the Western Cape. The works include raising the dam wall (approximately 370 m long and 49 m high), adding concrete on the downstream side, extending the apron, and constructing a free-standing intake tower, outlet control house, power generating house, tunnel and coffer dam works. The contract is being managed by the Department of Water and Sanitation's Construction South unit. The current procurement covers a single item: 10 units of shutter release oil, supplied in 200-litre containers. The quantities are estimates only and orders will be placed as requirements become known. The Department reserves the right to purchase only some of the items as required.
The product must be an emulsified mineral oil with a milky white liquid appearance and a density of 1.0 kg/litre. It must be suitable for application to steel, plastic and timber formwork, and carry a shelf life of at least 12 months from the date of delivery. Bidders must submit technical datasheets or brochures that clearly identify the product and its qualifying specification, and must initial and sign a declaration confirming compliance with the specification. Bids are evaluated in four phases: mandatory documents, administrative compliance (including a CSD report, SARS tax compliance, CIPC registration and a valid B-BBEE certificate), technical compliance, and preference points under the 80/20 system. Preference points are available for ownership by women, people with disabilities and youth (up to 5 points each), location of enterprise in the Western Cape (2 points), and B-BBEE status level 1 or 2 for QSEs or EMEs (3 points). Specific-goal claims must be supported by the affidavits and certificates listed in the tender.
Pricing must be firm for 12 months, all-inclusive and delivered to the Construction South site office at Clanwilliam Dam. Prices are quoted excluding VAT, with VAT at 15% added separately. Deliveries must be made between 08:00 and 15:00 on working days, excluding weekends, public holidays, 11 December to 9 January, and the last Friday of each month. The successful bidder must provide a delivery schedule within 5 working days of acceptance, and delivery must begin within 10 working days of the first order. Payment is made monthly within 30 days of receipt of an approved tax invoice, supported by signed delivery notes, by electronic funds transfer. No performance security is required, and no price adjustments will be considered. Non-compliant loads will be rejected at the supplier's cost. Note that the tender documents contain minor inconsistencies, including references to WTE-0600 and WTE-600 and a pricing schedule delivery period of 7 days versus 10 working days in the specifications. Bidders should seek clarification from the contact persons before the closing date.
This tender suits suppliers and distributors of construction chemicals, formwork release agents and general building consumables, particularly those with the ability to supply and deliver bulk drums to a remote site about 230 km north of Cape Town. Manufacturers or authorised distributors of emulsified mineral shutter release oil meeting the stated specification are ideal candidates, and suppliers must be able to provide the required technical datasheets and certifications. Businesses based in the Western Cape can claim 2 preference points. Women-, youth- and disability-owned enterprises can claim up to 5 points each, and QSEs or EMEs with B-BBEE level 1 or 2 can claim up to 3 points. Bidders must be CSD-registered, tax compliant and CIPC-registered, and must not have directors who are employed by the state. Because the order is small and the contract is short-term, the tender is most relevant to small and medium suppliers rather than large construction supply firms.
