Detailed Description

The Department of Water and Sanitation (DWS) invites bids for the supply, delivery, installation and connection of locally produced plumbing, fresh water and sanitary ware at the Ntshingwayo Dam Project near Newcastle, KwaZulu-Natal. The contract covers a broad range of items, including complete toilet sets (standard and disabled-access), 110mm and 50mm uPVC drainage fittings and pipes, 22mm and 15mm copper and Cornex compression fittings, 25mm HDPE pipe, kitchen and washing-through sinks, hand basins, bathtubs, shower doors and mixers, 100L and 150L electric geysers, grab rails, towel rails, mirror cabinets, bib taps, and M16 anchor bolts. Quantities are estimates only and are not guaranteed; the Department will place orders as requirements arise, with delivery required within 14 days of an official order over a period of two months. A compulsory site briefing takes place on 10 November 2026 at 11:00, and bids close on 16 November 2026 at 11:00 at the Construction East bid box in Howick. Bids are evaluated under the 80/20 preference system, with points awarded for price and for specific goals such as women, youth and disability ownership, KwaZulu-Natal location and B-BBEE status.

Bidders must hold a CIDB contractor grading of at least 1GB, with proof of registration submitted at bid closure. Plumbing materials must be SABS approved and comply with the referenced standards, including SANS 10400-P, SANS 10252-1, SANS 10254, SANS 151, SANS 791, SANS 1601, SANS 967, SANS 460, SANS 1067-1, SANS 497 and SANS 1480. Plastic pipes and fittings must meet the 100% local content threshold set by the dtic, supported by a letter from the local manufacturer detailing item types and sizes. Where local content cannot be met, an exemption letter from the dtic is required. Mandatory returnable documents include SBD 1, SBD 3.1 (fully priced), SBD 4, SBD 6.1, Annexures C, D, E, the LC declaration, B-BBEE certificate or sworn affidavit, CSD, SARS tax compliance (PIN), CIPC registration, COIDA certificate, and trade test certificates for all plumbers on site. Prices must be firm, all-inclusive of VAT, delivery and statutory costs, and valid for 120 days. Payment is made by EFT within 30 days of approved invoices. Successful bidders must submit a safety file, PPE provisions and medical reports before work starts, and must sign the written contract (SBD 7). The 14-day delivery window and firm pricing make timely supply and sound cost planning essential.

For contractors, this tender offers a sizeable multi-month supply and installation opportunity on a major state water infrastructure project, with the potential to build a track record on public works in KwaZulu-Natal. It is especially valuable for local manufacturers and distributors of uPVC, copper and sanitary products, who can benefit from the local content requirements. Businesses that qualify for preference points, including those with women, youth or disability ownership, KZN-based operations and strong B-BBEE status, are well positioned to score competitively. Prospective bidders should attend the compulsory briefing, verify their CIDB grading and local content compliance early, and confirm supply capacity for the full list of items before the 16 November 2026 deadline.

Suitable Businesses

CIDB-registered plumbing and building contractors holding at least a 1GB grading, particularly those based in or operating in KwaZulu-Natal with experience on public sector projects. Local manufacturers and distributors of uPVC pipes and fittings, copper and Cornex fittings, and sanitary ware are also well suited, especially those able to meet the 100% local content requirement for plastic pipes and fittings. Qualifying EMEs and QSEs, and businesses majority-owned by women, youth or people with disabilities, can benefit from the specific goals points. Businesses without CIDB grading, local manufacturing capacity or the ability to supply the full item list within the 14-day delivery window should consider partnering with a qualified contractor or supplier before bidding.
