Overview

Summary

Appointment of accredited engineering consultants to design a 750m² packhouse with cold storage and monitor its construction at TATS Greenery, Modimolle, Limpopo. Requires ECSA, SACAP and SACGC-registered teams, a lead engineer with company ownership, and a fixed lump-sum fee. Closes 1 December 2026.

Detailed Description

The Limpopo Department of Agriculture and Rural Development (LDARD) is seeking professional service providers to plan, design and monitor the construction of a new packhouse at TATS Greenery, located on Portion 11 of Farm Rietpoort 396 in the Modimolle-Mookgophong Local Municipality, Waterberg District. The facility will be a single-storey building of approximately 750m² designed to handle post-harvest processing for a grower producing butternut, baby marrow, chillies, cabbage, lettuce and peppers. The packhouse must include receiving, sorting, washing, packing and storage zones, cold storage, change rooms, ablutions and administrative offices. The project is funded under the department's 2026/27 farmer support programme and aims to improve storage, grading, packaging and market readiness in line with Good Agricultural Practice (G.A.P.) standards.

The contract is structured around a lead engineer (agricultural, civil/structural or mechanical) who must hold ownership in the bidding company and will coordinate the work. Scope items include topographic and geotechnical coordination, structural and foundation design to SANS 10400, plumbing, stormwater, roads and external works, mechanical ventilation and cooling, fire protection layout, conveyor and handling equipment planning, bills of quantities, and statutory approvals. Architectural services cover drawings, municipal submissions and material specifications. Electrical design covers power distribution, load analysis, protection systems and security (CCTV, lighting, data). The lead engineer must also address way leaves, servitudes and service connections. Support disciplines in electrical engineering, geotechnical engineering, architecture and land or engineering surveying must be included, either in-house or through subcontracted multi-disciplinary firms. Services follow ECSA, SACAP and SACQSP stages 1 to 6, governed by the CIDB Standard Professional Services Contract (July 2009). Pricing is a fixed lump-sum fee for the full scope, with time-based cost components for key personnel. Minimum requirements include a functionality score of at least 70 out of 100, professional indemnity cover of R3 million per claim, and a penalty of 0.05% of the total tender sum per calendar day for late completion. Bids are scored 80/20 on price and B-BBEE specific goals, and the three highest qualifying bidders will undergo premises inspections. Attendance at the compulsory briefing and site visit on 17 November 2026 at 10:00 is mandatory. Bids close on 1 December 2026 at 11:00 at the LDARD tender box in Polokwane.

For qualified consulting firms, this tender offers a substantial agricultural infrastructure assignment with clear technical requirements and a defined regulatory framework. It is well suited to firms with food processing, cold-chain or industrial building experience, and it gives successful bidders an opportunity to build a track record in government agricultural projects. Note that the bid documents use slightly different project titles across sections (design and construction monitoring versus planning, design and monitoring), so prospective bidders should confirm the full scope with the department during the briefing.

Suitable Businesses

ECSA-registered consulting engineering firms (agricultural, civil/structural or mechanical) with packhouse, food processing, refrigeration or industrial building experience, and an owner who holds equity in the company. Firms must also be able to provide, or subcontract, registered electrical, geotechnical, architectural (SACAP) and geomatics (SACGC) professionals. Suitable bidders are CSD-registered, tax compliant, carry or can obtain R3 million professional indemnity insurance, and are not owned by or employing persons in state service. Limpopo-based firms score higher on functionality, and joint ventures are accepted if they submit a valid JV agreement, separate SBD 4 forms and a JV bank account. Small, black-owned, women-owned, youth-owned or disability-owned firms may claim B-BBEE specific goal points. Bidders should be prepared for functionality scoring (minimum 70 points), a premises inspection if shortlisted, and the CIDB Standard Professional Services Contract.
