Mossel Bay Municipality seeks CIDB 7CE-or-higher contractors to upgrade the Barcelona Sport Facility in Kwanonqaba. Contractors must subcontract at least 10% to local EME, QSE or Level 1 B-BBEE firms. The multi-year project runs to 30 June 2028.
Mossel Bay Municipality has invited tenders under reference TDR19/2026/2027 for the upgrading of the Barcelona Sport Facility in Kwanonqaba, a multi-year construction project with a contract period ending 30 June 2028. Bidders must hold a CIDB construction grading of 7CE or higher. Contractors must also subcontract a minimum of 10% of the contract value to a local EME, QSE or Level 1 B-BBEE registered contractor holding a CIDB grading of 1 or 2 CE or GB in the relevant discipline. All bidders, including every partner in a joint venture, must be CIDB registered and attend the compulsory site and information meeting at 11:00 on Thursday, 12 November 2026 at the Directorate: Technical Services, George Road, Mossel Bay. Bids from any bidder, or JV partner, who does not attend will be treated as non-responsive. The Municipality prefers senior company staff or contract managers to attend, as the scope of works, design and specifications are discussed in detail.
Tender documents cost R845.00 (incl. VAT, non-refundable) and must be reserved with the contact person by 12:00 on Friday, 6 November 2026. Documents are issued only at the site meeting, to bidders who have reserved a set and present proof of payment. Completed bids must be submitted in a sealed, clearly endorsed envelope to the tender box at the Mossel Bay Town Hall, 101 Marsh Street, or posted to reach the tender box before the closing time of 12:00 on Friday, 4 December 2026. Late bids, and bids sent by email or fax, will not be accepted. Bids must remain valid for 120 days after the closing date. Bidders not registered on the Central Supplier Database are expected to register without delay, and the Municipality may decline to award to unregistered bidders.
Bids are pre-evaluated on functionality, and any bid scoring below 80 out of 100 is non-responsive. The criteria are company (or JV) experience (30 points), references related to experience (15 points), key site staff and personnel (25 points), and plant, equipment and machinery (30 points). Responsive bids are then scored on the 80/20 or 90/10 preference point system, with up to 20 or 10 points allocated to specific goals. The contract offers a substantial, long-term opportunity to deliver community sports infrastructure in Kwanonqaba. It is most valuable to established civil and building contractors with the required CIDB grading, strong plant and equipment resources, and the capacity to partner with local emerging enterprises.
This tender suits established construction contractors holding a CIDB grading of 7CE or higher, with proven experience in sports or community facility projects, relevant plant and equipment, and key staff who can meet the functionality threshold. Joint ventures are welcome, but every JV partner must be CIDB registered and attend the compulsory site meeting. Local EME, QSE and Level 1 B-BBEE contractors with CIDB grading 1 or 2 CE or GB in the relevant discipline are well placed to be subcontracted for at least 10% of the works. Businesses should confirm CIDB registration, Central Supplier Database registration and their ability to attend the 12 November 2026 site meeting before committing to a bid.
