uMlalazi Municipality seeks a PSIRA-accredited training provider to deliver a six-month Youth Full Basic Security Training Programme for 56 participants, covering Grade E, D and C security training in Eshowe. Bidders must provide accredited venues, PSIRA-aligned materials, assessment, moderation and PSIRA registration support.
uMlalazi Municipality, in KwaZulu-Natal, is inviting tenders from registered training providers to deliver a Youth Full Basic Security Training Programme for 56 participants during the 2026/27 financial year. The programme forms part of the Municipality's youth development mandate, which aims to equip young people, particularly those from indigent families, with practical skills that improve their employability and contribute to poverty reduction. The contract period is six months, and training must take place within the Eshowe CBD.
The successful service provider will be required to deliver three PSIRA-aligned modules: Grade E (Basic Security Officer, 5 days), Grade D (Access Control Gate Security, 5 days) and Grade C (Asset Protection, Patrolling and Emergency Procedures, 5 to 10 days). Scope includes providing all learning materials and manuals, delivering theoretical and practical training at an accredited venue owned or secured by the provider, and supplying practical equipment where required. Learners must be assessed through written tests, with three opportunities for re-writes. The provider must also conduct assessment and moderation, facilitate PSIRA registration for learners, and submit a close-out report containing attendance registers, ID copies, results and certificates. Progress reports must be submitted monthly, and the provider must attend all contract administration meetings at its own cost.
Bidders must be registered with PSIRA and the QCTO, and must hold a valid tax clearance certificate, CSD registration, COID good standing, a rates clearance certificate and a certified PSIRA certificate. Evaluation is based on returnable documents, functionality (minimum 85% or 55 points) and price, using the 80/20 preference point system. Functionality criteria cover proven experience in security training over the past five years, the experience of key personnel (full-time facilitators, assessors and moderators), and the quality of the proposed methodology, including learner support, remedial training and contingency planning. Registered training providers and skills development companies accredited or registered with PSIRA and the QCTO, with experience delivering security training (Grades E to C), access to a suitable Eshowe training venue, and qualified facilitators, assessors and moderators. Black-owned, youth-owned, women-owned and local (uMlalazi-based) enterprises may benefit from preference points. Small training businesses and EMEs/QSEs with proven experience in security training are encouraged to apply, provided they can meet the returnable document and functionality requirements.
