Oudtshoorn Municipality invites quotations for an External Quality Assurance Review (EQAR) of its Internal Audit Unit. Bidders must be registered on the CSD, and the closing date is 3 November 2026 at 12:00.
Oudtshoorn Municipality, a local municipality in the Western Cape, has issued Request for Quotation RFQ 04/10/2026 for the performance of an External Quality Assurance Review (EQAR) of its Internal Audit Unit. An EQAR is an independent assessment of whether an internal audit function conforms to recognised professional standards, such as the Institute of Internal Auditors' International Professional Practices Framework, and whether it adds value to the organisation's governance, risk management and control processes. The service is procured to support the municipality's commitment to sound financial governance and accountability. The advert itself does not set out detailed terms of reference, so interested service providers should direct specification queries to Mr. P. Nel on 044 203 3024 and document queries to Ms. Janina Rollison on 044 203 3178 or janina@oudtmun.gov.za.
Quotations must be submitted on the original, fully completed quotation documents in a sealed envelope clearly marked with the RFQ reference. Submissions must be placed in the municipal quotation box at 26 Church Street, Oudtshoorn, no later than 12:00 on Tuesday, 3 November 2026. Quotations will be opened in public immediately thereafter in the Supply Chain Management Office at the same address. Quotations remain valid for 90 days after the closing date. Bidders who are not yet registered on the Central Supplier Database (CSD) must register at www.csd.gov.za as a prerequisite for consideration.
Quotations will be evaluated using the 80/20 preference point system. Preference points are awarded for B-BBEE status (10 points) and for the locality of the supplier, with 10 points for suppliers within the Oudtshoorn municipal boundaries, 5 points for suppliers within the Eden District, 2 points for suppliers within the Western Cape Province, and 0 points for suppliers outside the province. The municipality does not bind itself to accept the lowest quotation or the highest-scoring bidder, and it reserves the right to withdraw the invitation, re-advertise, reject any quotation, or accept part of a quotation. Bidders should note that not all projects under this quotation may materialise. Persons in the service of the state will not be considered for award.
This tender suits registered audit and advisory firms with experience in internal audit quality assessments, particularly EQARs against the IIA International Professional Practices Framework or Global Internal Audit Standards. Firms should have qualified and experienced internal audit professionals (for example, Certified Internal Auditors or Chartered Accountants with public sector experience) and a sound understanding of Municipal Finance Management Act requirements. Preference is given to suppliers that are B-BBEE compliant and located in Oudtshoorn, the Eden District or the Western Cape, and all bidders must be registered on the CSD. Small and emerging firms may be suitable if they can meet the technical requirements, either alone or in partnership with a qualified practitioner. Bidders should confirm that they have no conflicts of interest and are not persons in the service of the state.
