The Mining Qualifications Authority seeks a service provider to evaluate the effectiveness of its skills development interventions over the past five financial years (2020-2025). Bidders must provide five compliant client reference letters, qualified evaluation personnel, and a 24-month project plan. Closing date: 19 November 2026.
The Mining Qualifications Authority (MQA), a Schedule 3(a) public entity and SETA established under the Skills Development Act, is seeking a qualified service provider to conduct a comprehensive evaluation of the effectiveness of the interventions it has implemented over the five financial years from 2020 to 2025. The study is commissioned by the Monitoring and Evaluation (M&E) Unit and aims to assess whether MQA programmes are effective, efficient, relevant, and sustainable. Key focus areas include the achievement of intended outputs and outcomes, value for money, alignment with strategic priorities, quality of service delivery, the functionality of the Theory of Change, and the overall impact of interventions. The service provider will document how implementation occurs in practice, compare actual implementation against planned implementation, identify what is and is not working, and recommend elements of successful interventions that could be upscaled.
The assignment requires a structured set of deliverables, including a Project Execution Plan (Inception Report), a policy literature review and theoretical framework, an evaluation design and methodology covering sampling, data collection, analysis, and ethical considerations, cleaned datasets and raw data in usable format, a draft analysis report subject to MQA review, a draft-report presentation, a final evaluation report with executive summary, a stakeholder presentation, and an advisory report. The engagement runs for a maximum of 24 months, starting on signature of the service provider contract, and reports directly to the Chief Risk Monitoring and Evaluation Officer. Pricing must be quoted in South African Rand, inclusive of VAT, and be all-inclusive with an itemised fee breakdown. Bids are evaluated in three phases: compliance, functionality (minimum score of 65/100), and pricing and specific goals on an 80/20 preference point system.
