The Passenger Rail Agency of South Africa (PRASA) has issued a Request for Quotation (RFQ) for the supply of 140 mobile notebook computers and 100 USB-C 65W laptop chargers. The requirement comprises 10 Executive Notebook Computers and 130 Standard Notebook Computers, along with 100 chargers. The procurement is driven by an urgent need to replace laptops that are out of warranty, no longer covered by maintenance agreements, and beyond economical repair, as well as devices lost to theft. Delivery is required to PRASA's Umjantshi House in Braamfontein, Johannesburg. The technical specifications are demanding and must be met in full. Executive models must be ultra-light 2-in-1 or detachable devices with a latest-generation enterprise processor (such as Intel Core Ultra 7, AMD Ryzen AI 7 PRO, or Qualcomm Snapdragon X Elite), at least 32GB LPDDR5X RAM, 512GB PCIe Gen4 NVMe SSD with Opal 2.0 encryption, a touch-enabled premium display, an integrated LTE or 5G module (external hotspots are not accepted), Wi-Fi 6E or later, Bluetooth 5.4, a maximum weight of 1.4kg, and a 4-year comprehensive warranty with next-business-day onsite support and accidental damage cover. Standard models must meet comparable requirements, including a maximum weight of 1.6kg, a 4-year warranty, and a FHD+ or WUXGA IPS display. All devices must ship with Windows 11 Professional (64-bit) and support Microsoft Intune, Entra ID, Autopilot, Defender, and SCCM/MECM. Security features include a fingerprint reader, TPM 2.0 (FIPS certified), and self-healing BIOS, plus a theft recovery solution with a 48-month subscription. Bidders must propose two or three different OEM models for each class and indicate compliance line by line. Chargers must be USB-PD 3.0 compliant, CE/FCC certified, OEM-original or OEM-certified, and carry a minimum 2-year warranty.
Evaluation follows a staged process. Stage 1A (substantive responsiveness) requires completed RFQ documentation, a signed JV or partnering agreement where applicable, an OEM or distributor authorisation letter, and two reference letters for laptop supply, issued within the past three years, each valued at R1,000,000 or more. Stage 1B (administrative responsiveness) requires a valid B-BBEE certificate or affidavit, CSD registration, a valid tax clearance or SARS PIN, company registration documents, and copies of ID documents. Stage 1C verifies that proposed devices meet every specification item, with non-compliance resulting in disqualification. Final award is based on 80 points for price and 20 points for specific goals, which include black women-owned, black youth-owned, black persons with disabilities, B-BBEE level 2 or higher contributors, and EME/QSE 51% black-owned entities. Submissions are made through the SAP Ariba Sourcing portal, with all communication conducted via the platform's message board.
This tender is suited to registered suppliers and authorised resellers of enterprise notebook computers, including OEM-authorised distributors, value-added resellers, and ICT solution providers with experience supplying corporate laptops at scale. Bidders must hold or be able to secure OEM or distributor authorisation, have supplied laptops to clients worth at least R1,000,000 per reference within the last three years, and be registered on the CSD with a valid B-BBEE status. Black-owned, youth-owned, and disability-owned enterprises, as well as EMEs and QSEs, may benefit from the specific goals points. Businesses without enterprise-grade hardware supply experience or without the ability to meet all technical specifications should not apply.
