Emakhazeni Local Municipality (Belfast, Mpumalanga) has invited bids from registered commercial banks to provide comprehensive banking and cash management services for a period of sixty (60) months. Issued under reference ELM 26-27/10/05, the tender was published on 28 October 2026 with a closing date of 25 January 2027 at 12:00. Under the Municipal Finance Management Act and Supply Chain Management Regulations, the municipality must advertise for competitive banking bids every five years. Transactions are scheduled to commence on 1 March 2027. The tender is evaluated on an 80/20 preference point system, with a minimum of 70% required on functionality before price is considered.
The required service is a centralised banking arrangement built around one Primary Bank Account, plus secondary, traffic fines, and trust accounts linked to it. The successful bidder must provide daily bank statements compatible with the municipality's Sage300 and Munsoft financial systems, electronic payment and debit order (host-to-host) facilities, online stop payments, real-time balance enquiries, and a desktop internet banking solution with two-stage authorisation. Cash collection is required at the main office in Belfast, Siyathuthuka, Entokozweni, Waterval Boven, Dullstroom, and Emthonjeni, supported by cash acceptance devices at the main and satellite offices (Belfast, Machadodorp, Waterval Boven, Dullstroom, Siyathuthuka). The bidder must also supply card terminals for point-of-sale payments, a traffic fines payment channel, foreign exchange services, and a funded testing environment, along with staff training and implementation support.
Functionality is scored out of 100 across five criteria: satellite-office cash collection proposals (20), the bank's National Long-Term Credit Rating (20), innovative products (20), current municipal banking clientele (20), and local economic development and social investment in the Emakhazeni area (20). Mandatory documents include the Banks Act registration certificate, the most recent Fitch rating report, a company profile, audited financial statements for the last three years, a valid SARS Tax Compliance PIN, CSD registration, and a municipal rates clearance. Bidders must also complete the Municipal Bidding Document forms, pricing schedule, and declarations of interest. The municipality reserves the right to award in part or in whole, and prices are subject to escalation only once per year in the final four years of the contract.
This tender is intended for registered commercial banks in South Africa that hold a valid Banks Act registration. Bidders should have a branch in the Emakhazeni area, or be able to establish one within an acceptable timeframe, and must demonstrate the capacity to serve municipal clients with large transaction volumes. Cash-in-transit companies, payment processors, and fintech providers may be relevant only as sub-contractors, and must be declared as such in the bid. Small businesses and non-banking firms are not eligible to bid as principal contractors.
