Seeks a service provider to design, establish and administer a five-year Defined Contribution pension fund for National Consumer Tribunal staff. Bidders must hold FSCA/FAIS licensing for Pension Fund Benefits and carry R1m indemnity and fidelity cover. Closes 1 December 2026.
The National Consumer Tribunal (NCT), based in Centurion, Gauteng, is seeking a qualified and experienced service provider to design, establish, administer and manage a Defined Contribution (DC) Pension Fund for its employees over a five-year period (Tender Reference NCT-4/3/2/47). The NCT does not currently have an employee benefits scheme. The appointed provider will create a compliant retirement savings mechanism aligned with the Pension Funds Act, the FAIS Act, the Financial Sector Regulation Act, POPIA and the Promotion of Administrative Justice Act. Scope includes drafting fund rules, participation terms, investment structures and governance frameworks; facilitating registration and compliance submissions; managing variable employee contributions with transparent reporting; offering a range of compliant investment portfolios with defined strategies and risk profiles; providing benefit statements, financial and compliance reporting and secure online member platforms; managing transfers, exits and preservation; delivering onboarding, financial education, one-on-one consultations and helpdesk support; supporting NCT governance and regulatory filings; and managing implementation and transition through a detailed project plan.
Pricing must be based on standard planning assumptions set by the NCT, including a standardised workforce of 63 participants, an average salary of R887,158, a 7.5 percent employee contribution rate and a fixed annual employer contribution of R6,000,000. Percentage-based, variable and contingency-based pricing is prohibited. Pricing must be in South African Rand and presented in Annexure A, with CPI-linked escalation from Year 2 capped at the lower of CPI or 6 percent per annum, as stated in the bid document. Bids are evaluated in four phases: legislative compliance, pass/fail mandatory requirements, functionality (minimum 80 of 100 points), and price and specific goals under the 80/20 preference point system. Mandatory requirements include valid FSCA registration for at least eight years, an FSP licence under FAIS Category I with approval for Pension Fund Benefits, professional indemnity and fidelity guarantee insurance of at least R1m each, a full CSD report, and a valid Tax Compliance Status PIN. Functionality covers experience (at least three reference letters dated after 1 January 2023), project team qualifications (Key Individual, Compliance Officer, Fund Administrator and Project Manager), risk management framework, methodology and project plan. Specific goals cover 100 percent black-owned, women-owned and disability-owned enterprises.
The opportunity offers a significant, long-term contract for a pension fund administrator, with a clearly defined scope, standardised pricing and a transparent evaluation methodology. Key dates include a non-compulsory Q&A session on Microsoft Teams on 18 November 2026 and a bid closing date of 1 December 2026 at 12:00. Bids remain valid for 180 days. Late or incomplete submissions will not be considered, and hard-copy submissions must be bound and indexed. Queries should be sent in writing to Pensiontender@thenct.org.za. The source document is currently marked as draft, so bidders should monitor the National Treasury eTender Portal for clarifications or amendments before submitting.
This tender is best suited to FSCA-registered pension fund administrators and retirement fund service providers holding a FAIS Category I licence with approval for Pension Fund Benefits (and ideally Investments), with at least eight years of registered operation and demonstrable public-sector or pension administration experience. Businesses that can supply a designated Key Individual, a registered Compliance Officer, a Fund Administrator and a Project Manager with the required experience should apply. Joint ventures or consortia are eligible if the agreement clearly identifies the FSCA-licensed partner who will perform regulated services. Smaller or emerging enterprises that are black-owned, women-owned, disability-owned or qualify as EMEs/QSEs may gain specific-goals points, but they must still meet the licensing and insurance mandatory requirements. Businesses without FSCA licensing, pension administration capacity or the required insurance cover should not apply, as they will be disqualified at the pass/fail stage.
