SAGE 300, SAGE 300 People & BPM Business Partner Support

Petroleum Agency SA (PASA), based in Century City, Cape Town, is seeking a SAGE business partner to provide support, maintenance and enhancement services for its enterprise systems over a 36-month period. The agency runs SAGE 300 ERP for finance, SAGE 300 People for HR and payroll, including the Employee Self Service portal, and BPM for procurement. These systems are currently hosted on-premises and integrate with third-party applications. PASA also plans to add modules such as Performance Management, Job Management and Skills Development, along with third-party tools for onboarding, offboarding and business intelligence. The appointed partner will be responsible for system integration, support and maintenance, and the timely resolution of incidents. Core duties include applying updates, security patches, product fixes and new features, training super users, and advising PASA on improvements and on products nearing end of service. PASA estimates approximately 1,500 support hours over the contract period. Enhancement and configuration work will be requested as and when required and may include technical and functional consulting, project management, configuration of new modules, quality assurance, governance, compliance and risk support, third-party integration and training. Services are billed hourly under a service level agreement, and PASA bears the cost of all software licences and annual renewals, including Norming Asset Accounting Software. The partner will also assist with licence administration and renewal notifications.

Bidders must be registered as SAGE business partners and must nominate a certified SAGE 300 ERP consultant (including Norming Asset Accounting Software) and a certified SAGE 300 People consultant as senior consultants. These mandatory requirements are assessed in the administrative and mandatory phases, and bidders must also hold valid Central Supplier Database registration and a valid Tax Compliance Status PIN. Bids are scored on technical capability with a minimum threshold of 70%. The technical evaluation covers the proposed methodology, the experience of the senior consultants and team members across SAGE 300 ERP, SAGE 300 People and BPM, company experience with SAGE 300 products, and client reference letters. Qualifying bids are then scored 80% on price and 20% on specific goals under the 80/20 preference point system, with BBBEE certificates or affidavits required to claim preference points. Quotations must be inclusive of all taxes in South African Rand and remain valid for 120 days from the closing date.
