Panel appointment of PSIRA-accredited security providers for VIP close protection and in-transit security of Members of the Provincial Legislature and officials over 36 months. Requires armed Close Protection Officers, armoured vehicles, and personnel available within 12 hours.
The Gauteng Provincial Legislature (GPL) is seeking to appoint a panel of service providers to deliver VIP close protection and in-transit protection services for a period of 36 months. The services protect Members of the Provincial Legislature (MPLs) and GPL officials who have been assessed as facing direct or indirect threats arising from their official duties. Protection is based on threat risk assessments conducted by GPL Security Management with the State Security Agency (SSA) and the South African Police Service (SAPS). Because the panel will be used on an as-needed basis, successful bidders must be ready to respond quickly and maintain high operational standards throughout the contract.
The scope covers two main areas. VIP close protection includes provision of armed Close Protection Officers (CPOs) and a Lead CPO, continuous threat monitoring, personal protection at meetings and public appearances, crisis response planning, and residential monitoring and protection of immediate family members where approved by the GPL. In-transit protection covers escorted travel between destinations, route planning and advanced route risk assessments, escort and convoy support, secure transport in suitably equipped protection vehicles, emergency extraction and evacuation capability, and relief staffing. The requirements also include high-performance SUVs and B6 and B7 armoured SUVs, ballistic and concealable body armour where risk assessments require them, GPS and vehicle tracking, encrypted radios, panic alarms, dash cameras, and air transportation of firearms to other provinces where applicable. Vehicles must be less than five years old, have under 250km at assignment, hold a five-star NCAP rating, and include ABS, electronic stability control, multiple airbags, and climate control.
Key deliverables include guaranteed availability of protection personnel within 12 hours or less, 100% compliance with security screening, vetting and firearm legislation, daily operational risk assessments, journey management plans, event-specific and residential risk assessments, and prompt incident reporting to the Manager: Safety and Security and SAPS. Mandatory requirements include a valid PSIRA company certificate and certified Letter of Good Standing, a valid COIDA letter of good standing, PSIRA certificates for CPOs, proof of public liability insurance, and CPOs with a minimum Grade 12 qualification and accredited VIP protection training. Evaluation uses an 80/20 price and specific goals model after a functionality stage requiring a minimum score of 70 out of 100. Functionality is assessed on at least three signed client reference letters, personnel experience of three or more years in VIP or close protection, and a detailed methodology covering threat assessment, advance surveys, route planning, command structures, emergency response, reporting, and business continuity. Bidders must also comply with the Firearms Control Act, the Protection of Personal Information Act, and the National Road Traffic Act, and must accept GPL security clearance and confidentiality requirements.
This tender is best suited to registered private security companies with a valid PSIRA company certificate and good standing, and with the capacity to supply armed, PSIRA-registered Close Protection Officers with valid firearm competency certificates. Applicants should own or have access to armoured SUVs (B6 and B7 rated) and purpose-built protection vehicles, have tracking and secure communication systems, and be able to deploy personnel within 12 hours. Bidders need at least three signed client reference letters for VIP or close protection work, personnel with three or more years of relevant experience, public liability insurance, and COIDA compliance. Smaller firms may qualify if they can meet these requirements, and joint ventures or consortia are permitted with a signed agreement and documents for all parties. Bidders must be tax compliant, registered on the Central Supplier Database, and free of conflicts of interest under the GPL's rules. The bid closes on 9 December 2026 at 11:00, and late submissions will not be accepted.
