Overview

Summary

The Electoral Commission seeks a registered PSIRA security service provider for its Eastern Cape provincial office and warehouse in Buffalo City for a three-year contract. Requirements include a 24-hour control room and local administrative office, Grade B and C officers, and tactical close protection capability. The bid is priced as a monthly fee, and the estimated value is below R50 million.

Detailed Description

The Electoral Commission (IEC), an independent Chapter 9 constitutional body, is inviting bids for the provision of security services at its Eastern Cape Provincial Office, located at Helena Drive, Triple Point, Beacon Bay, East London, and its Provincial Warehouse, which is located within the Buffalo City Metropolitan area. The contract covers a three-year period, subject to continued compliance with all tender conditions. The scope includes access and egress control, visitor and vehicle registration, patrols and monitoring, search of visitors, incident reporting and investigation, locking and unlocking of facilities, mail and parcel safekeeping, fire alarm and ICT server room alarm response, emergency reporting, and sensitisation of staff on building protection systems. Ad hoc services may also be required at any IEC facility in Buffalo City or elsewhere in South Africa, including security at the Provincial Result Operations Centre during elections and by-elections, and armed close protection and tactical security services.

Bidders must be registered on the National Treasury Central Supplier Database (CSD) with valid tax compliance status, and must be registered with PSIRA, with the company and all directors registered under Section 20 of the PSIRA Act. Bidders must be South African entities employing South African citizens, and must maintain an established administrative office and a 24-hour security control room within the Buffalo City Metropolitan area. Officers must be Grade B or C, trained, and PSIRA-registered, and must be paid in line with Sectoral Determination 6 and PSIRA rates. Shifts are limited to 12 hours and a maximum of 48 hours per seven-day cycle. The written proposal must include a company profile, at least five verifiable reference letters on letterhead, a proposed team list (Area/Regional Manager, Operational Manager, Key Account Manager, and Grade B team leader) with CVs, a security plan, a contingency plan covering strikes and a three-hour service restoration, and an ad hoc plan. Equipment including two-way radios, LED torches of at least 400 lumens, handcuffs, batons, security registers and smartphones must be supplied by the service provider. Pricing is a monthly VAT-inclusive fee, with preference points under the 80/20 system. Bids are evaluated in stages (compliance, functionality, technical scoring with a 75% minimum threshold, and adjudication), and the bidder must pass a due diligence audit and SSA security screening before award.

For the Electoral Commission, this contract secures reliable, vetted protection for staff, assets and election-critical infrastructure in the Eastern Cape. Suppliers benefit from a three-year, government-backed contract that offers predictable monthly income and an opportunity to build a track record with a respected public institution. Bidders should review all compulsory forms, including SBD4, POPIA consent and political affiliation declarations, carefully, as non-compliance with signing, pricing or submission requirements will lead to disqualification. The closing date is 8 December 2026 at 11:00, and late submissions will not be accepted.

Suitable Businesses

PSIRA-registered security companies based in or able to establish an office and 24-hour control room in the Buffalo City Metropolitan area (East London), with at least five years' experience, verifiable government or corporate references, B-BBEE certification, and CSD registration with valid tax compliance. Businesses that can supply armed close protection, tactical response, and a trained team of Grade B and C officers will be best placed to qualify. Companies unable to meet the local infrastructure requirements, or those with political affiliations or conflicts of interest, should not apply.
