Overview

Summary

Expressions of Interest are invited from qualified suppliers for the end-to-end supply, installation, integration, commissioning, maintenance and decommissioning of 3D CT cabin baggage scanners, full-body scanners, walk-through metal detectors, goods X-ray systems and automated screening lanes across Airports Company South Africa's airport network over a lifecycle of approximately 10 years.

Detailed Description

Airports Company South Africa (ACSA) has issued a non-compulsory Expression of Interest (EOI), reference COR10925/2026/EOI, to identify capable and experienced suppliers for a potential future programme to replace ageing aviation security screening equipment at its international and regional airports. The current single-view X-ray machines have reached end of life and are prone to frequent breakdowns. The programme covers the design, supply, installation, integration, commissioning, training, processing capacity testing, decommissioning, project management and maintenance of an integrated screening solution. It spans roughly 10 years and is structured in three phases: a three-year design, delivery, installation and commissioning phase; a two-year full on-site warranty; and a five-year comprehensive maintenance phase. The scope includes automated tray return and automated screening lanes, 3D CT cabin baggage scanners, millimetre-wave or backscatter full-body scanners, archway metal detectors, dual-view goods and cargo X-ray machines with integrated weighing scales, trace detection where required, centralised image management, and a remote screening room with cyber-secure, redundant design. Equipment must be TSA or ECAC certified, meet SACAA detection requirements, and comply with SAHPRA radiation safety rules. Processing capacity targets are defined per airport, and a 45-day reliability test is required to confirm capacity. Respondents must also demonstrate integration with ACSA IT standards, existing infrastructure and the ServiceNow service desk. The EOI is a market-capability assessment, not a binding tender. It does not guarantee a contract, and pricing is not requested at this stage. Shortlisted respondents will receive full procurement documents for a later financial phase. Functionality scoring covers relevant experience, key personnel, project delivery approach, technical solution, OEM support, processing capacity, performance guarantees, reliability, quality management and total cost of ownership. Mandatory returnable documents include evidence of TSA or ECAC certification for all proposed assets and a PSIRA accreditation declaration. Submissions must be hand-delivered in printed form, with an original, a copy and an electronic version, to the ACSA tender box at OR Tambo International Airport by 12:00 on 7 December 2026. Technical queries must be sent by email to the named contact by 30 November 2026.

Suitable Businesses

This EOI suits established OEMs and authorised integrators of TSA or ECAC-certified aviation security screening equipment, including CT cabin baggage scanners, full-body scanners, archway metal detectors, goods X-ray systems and automated tray-handling lanes. It is also relevant to firms with experience in airport or security-sensitive live environments, and to engineering and project management businesses with ECSA or PrEng registered staff, structural engineering capability, or experience in IT and cyber-secure integration. Respondents must be able to provide evidence of TSA or ECAC certification, a PSIRA accreditation commitment, OEM authorisation, local maintenance and spares capability, and a documented quality management system. Subcontractors and joint ventures may apply, provided they meet the relevant requirements. Because this is a pre-qualification EOI rather than a tender, it primarily suits suppliers able to demonstrate capability, and it is a useful first step for those who expect to bid on the later procurement phase.
