Appointment of a registered Environmental Assessment Practitioner to prepare and submit the Waste Management Licence renewal for Msunduzi's New England Road Landfill, including air space calculations and public participation. Six-month fixed-price contract; closes 30 October 2026.
The Msunduzi Local Municipality, through its Supply Chain Management Unit, is seeking a suitably experienced Environmental Assessment Practitioner (EAP) to undertake the Waste Management Licence (WML) renewal application for the New England Road Landfill Site in Pietermaritzburg. The appointment is for a six-month contract period from the date of award, and the contract is structured as a fixed-price arrangement. The appointed service provider will work closely with the resident Landfill Management team, which is led by the Manager: Landfill and Recycling, to deliver the renewal in line with the National Environmental Management Act (NEMA), the National Environmental Management: Waste Act (NEM:WA), and the EIA Regulations 2014.
The scope of work includes conducting air space calculations that take into account the active landfilling area, the latest topographical survey, and the area where waste pickers previously resided. The service provider will also prepare the complete application form with all supporting documentation for submission to the regulatory authority, undertake all necessary public participation processes for Interested and Affected Parties, and collate and submit all comments received to the authority. Presentations to relevant structures, whether virtual or physical, will be required as and when requested. The Municipality will bear the cost of newspaper advertising and will assist with the physical distribution of posters and fliers to nearby communities during public participation.
To be considered, bidders must meet mandatory requirements, including an environmental specialist with at least five years of relevant experience who is professionally registered with the Environmental Assessment Practitioners Association of South Africa (EAPASA), and a land surveyor registered with the South African Geomatics Council (SAGC) with at least three years of relevant experience. Evaluation is based on an 80/20 system: a Stage One functionality assessment (20 points, with a 75% minimum threshold) scores the number of completed EIA applications and air space evaluations, followed by a Stage Two assessment of price (80 points) and specific goals (20 points) for Black-owned and women-owned enterprises. Bids must be submitted in a sealed envelope to the tender box at 2 Abattoir Road, Pietermaritzburg, by 12:00 on 30 October 2026. This opportunity offers a well-defined regulatory project with a clear deliverable, supporting the continued lawful operation of a municipal landfill facility.
This tender is best suited to EAPASA-registered environmental practitioners and consulting firms with experience in waste management licensing, EIA applications, and landfill projects. Bidders must either hold the required mandatory registrations or partner with a land surveying firm registered with SAGC, as both are mandatory requirements. Firms with a track record of EIA applications and air space evaluations will score higher on functionality, and Black-owned and women-owned enterprises may claim preference points through CSD verification. Consortia and joint ventures are permitted, with the lead organisation named in the bid. Businesses based in Pietermaritzburg or the Midlands region are encouraged to apply. Note that the source document is marked as draft, so prospective bidders should confirm the final tender details on eTenders before submitting.
