Detailed Description

The Media, Information and Communication Technologies Sector Education and Training Authority (MICT SETA) has issued Request for Quotation RFQ/MICT/77/2026 for the appointment of a service provider to enhance, support and maintain its website over a fixed contract period of thirty-six (36) months. The website supports MICT SETA's stakeholder communication and hosts key services, including the Integrated Learner Management System, the e-Recruitment and Career Portal, and links to external stakeholder platforms. The appointment forms part of the organisation's Digital Transformation Strategy, which aims to increase digitisation of business processes, adopt artificial intelligence technologies for improved customer platforms, integrate internal and external systems, and strengthen data processing and analytics.

The minimum scope of work covers website enhancements, content management, support and maintenance, website security, project management, a digital career portal and data handover. Enhancements must ensure compatibility with current and future major web browsers and mobile devices, optimise the site for low-bandwidth access, and integrate with existing and future internal and external portals. The successful bidder will also develop an online booking and registration module for events with customisable forms, a newsletter sign-up form, stakeholder mailer templates, and a query and compliment contact form that exports data to Excel, CSV and PDF. Content management includes design, creation, scheduling, editing and archiving, with staff training provided. Support and maintenance require search engine optimisation, plug-in and runtime updates, daily backups with periodic reports (retention of up to 14 working days), performance monitoring, and ongoing security patching. The bidder must also develop, maintain and quarterly update a digital career portal showcasing MICT sector occupations and future skills, and transfer skills to build internal capacity.

Hosting is not included in the scope; however, the bidder must assist with migrating the website to a new hosting provider and recommend hosting and performance requirements. On termination for any reason, the bidder must hand over all intellectual property, including the latest website version and plug-ins. Pricing is requested on an hourly basis with monthly hours capped at 25, all amounts exclusive of VAT and inclusive of all foreseeable costs. Evaluation uses an 80/20 price and specific goals preference system, with a minimum functionality threshold of 70 out of 100 points, assessed on reference letters from RSA clients for similar projects in the past five years, sample websites, a project methodology and an implementation plan. Quotes close on 30 October 2026 at 11:00 and must be submitted by email to rfqs@mict.org.za. Bidders must be registered on National Treasury's Central Supplier Database before submission.

Suitable Businesses

Web development agencies, digital design firms, WordPress and open-source web specialists, and digital marketing firms offering website maintenance and SEO. Suitable bidders should have experience with CMS platforms, web security, plug-in management, UX for mobile and low-bandwidth users, and integration with third-party systems. Bidders must be CSD-registered, hold a valid tax clearance certificate, and supply five or more signed reference letters from RSA clients for similar projects in the past five years, plus screenshots and live links to matching websites. Businesses with at least 51% historically disadvantaged ownership (including women and youth ownership) may claim additional preference points. Subcontractors must provide the main bidder's references. Small and medium enterprises with the required technical capacity and a documented delivery methodology and implementation plan are well placed to compete.
