Appointment of a qualified service provider to assess immovable properties, including staff housing, and advise on surplus status, open-market value and disposal method. Closes 30 October 2026.
iSimangaliso Wetland Park Authority, a World Heritage Site in KwaZulu-Natal, is seeking an independent and suitably qualified service provider to assess identified immovable properties and provide a professional opinion on whether they should be declared surplus. The assignment follows a board resolution to reduce maintenance costs for staff accommodation. The Authority occupies about 27 ageing off-park residential properties, and their rising upkeep has placed sustained pressure on operational budgets. The appointed provider will assess whether each property is obsolete, redundant, uneconomical to maintain, or no longer required for strategic or operational purposes. The work must comply with the PFMA, Treasury Regulations, GIAMA and the Authority's Asset Management Policy.
The scope covers a desktop review, a physical site inspection and condition assessment, stakeholder consultations, a technical and economic assessment, and a property valuation approach. The primary outputs are an independent professional opinion on: whether the identified properties should be declared surplus; whether retaining them remains economically viable; the estimated open-market value of each property; the most appropriate and legally compliant disposal mechanism, such as a long-term lease, outright sale or transfer to another state organ; and the compliance considerations needed for Board approval. Bidders must submit a detailed implementation plan with weekly activity schedules and milestones, and provide a fixed ceiling amount for the full project, including all applicable taxes and expenses. All reports, valuations, photographs and recommendations will remain the property of the Authority.
The Project Manager must hold a minimum degree in property valuation, real estate, property management, or civil engineering or quantity surveying, and must be registered as a Professional Valuer with the South African Council for the Property Valuers Profession (SACPVP). The provider must show proven public-sector experience and knowledge of the PFMA, Treasury Regulations, GIAMA and SCM prescripts. Team members should have at least three years' experience in property asset management, valuation, structural assessment or public-sector property advisory work. Evaluation is split between functionality and price with specific goals. Preference points are available for locally registered providers in the uMkhanyakude or uMfolozi municipal areas, and for ownership by women, youth, Black people and people living with disabilities (51% or more). Bidders must also provide at least three signed reference letters from clients. Mandatory documents include CSD registration, CIPRO documents, proof of address, director IDs, a valid SARS tax PIN, and the completed standard bidding documents and pro forma service agreement. The tender document refers to both a 70-point and a 75% minimum functionality threshold, so bidders should confirm the applicable threshold with the Authority before submitting. Queries must be sent in writing to bids@isimangaliso.com. Quotations close on 30 October 2026 at 12:00.
This tender suits registered property valuation firms, real estate and property advisory consultancies, and quantity surveying practices with public-sector experience. The Project Manager must be a SACPVP-registered Professional Valuer with a relevant degree, so the bidder needs a qualified lead. Firms with knowledge of GIAMA, the PFMA and Treasury Regulations, and with at least three public or corporate property reference letters, will be best placed. Businesses based in or registered for the uMkhanyakude or uMfolozi areas, and businesses that are at least 51% owned by women, youth, Black people or people living with disabilities, may qualify for preference points. Smaller firms or joint ventures can bid if they meet the mandatory requirements and combine the necessary expertise.
