Refuse Transfer Station Upgrading NEW

Stellenbosch Municipality has invited tenders for the upgrading of the Klapmuts Refuse Transfer Station under tender reference BSM 16/27. The refuse transfer station supports the municipality's solid waste management service in the Klapmuts area, and the upgrade is intended to improve its operational capacity and infrastructure. The advert does not include the detailed scope of works, which is set out in the tender specifications and terms of reference available from the appointed technical consultant. To be considered, bidders must hold a CIDB class of construction works of at least 5CE, applied in accordance with regulation 25(7A) of the Construction Industry Development Regulations, 2004, as amended. Bidders must be registered on the Central Supplier Database (CSD) and must have a tax-compliant status, as no award will be made to non-compliant tenderers. Attendance at the compulsory clarification meeting, scheduled for 2 November 2026 at 12:00 at the Klapmuts Refuse Transfer Station, is mandatory. Bidders who do not attend will not be considered. Tenders must be submitted on the official tender document, be valid for 180 days after closing, and be placed in a sealed envelope clearly marked with the tender number in the tender box at the Stellenbosch Municipality Town House Complex, Plein Street, Stellenbosch, before the closing time of 12:00 on 23 November 2026. Late, faxed, electronic or telephonic submissions will not be accepted.

The tender will be evaluated under the General Conditions of Contract (GCC 2025), the municipality's Supply Chain Management Policy, the Stellenbosch Preferential Procurement Policy effective 16 January 2023, and the Preferential Procurement Regulations. Points are allocated 80 for price, 10 for B-BBEE status level of contribution, and 10 for locality, for a total of 100.
