Overview

Summary

Appointment of a professional service provider to conduct multi-hazard risk assessments and upgrade Stellenbosch Municipality's Disaster Management Plan from Level 1 to Level 3 compliance, including five target hazard plans and climate risk integration. The project must be completed by 30 June 2029.

Detailed Description

Stellenbosch Municipality is seeking a suitably qualified and experienced professional service provider to deliver a two-phase programme that replaces its existing Level 1 Disaster Management Plan (DMP) with a fully revised, integrated Level 3 compliant plan. The work covers a comprehensive, evidence-based disaster risk assessment for the municipal area, with ward-level risk identification and mapping, explicit climate change risk integration out to 2050, and a sustained municipal disaster risk register. The assessment must also cover agricultural and biosecurity exposure, including Foot-and-Mouth Disease and drought, as well as infrastructure vulnerability, socio-economic risk drivers and institutional capacity. The plan must align with the Disaster Management Act, the National Disaster Management Framework, the Municipal Systems Act, the Municipal Finance Management Act, climate, environmental, water, agricultural and spatial planning legislation, and the Western Cape PDMC Compliance Framework.

Phase 1 focuses on enhanced risk analysis, producing an updated ward-based risk profile, a climate risk integration report, a top five hazard prioritisation list, an institutional diagnostic report, and risk assessment training outputs. Phase 2 translates these findings into a minimum of five Target Hazard Plans, each with hazard profiles, climate amplification analysis, hotspot mapping, early warning mechanisms, activation protocols, sectoral responsibilities and funding pathways. It also delivers the final Level 3 DMP, covering governance, ICS and MAC integration, continuity of operations, emergency procurement, a monitoring and evaluation dashboard, and a Hazard Custodian Framework that links sectoral accountability to budgeting. An implementation roadmap, staffing and capacity model, monitoring compliance ladder, Sendai-aligned reporting dashboard and a proposal for establishing a Municipal Disaster Management Forum complete the scope. The draft plan must also go through a formal public participation process with a comments register.

The tender requires a proposed team with a Team Leader holding an Honours degree and training design experience, a Senior Technical Disaster Management Specialist, a Senior Technical Agriculture Specialist and a GIS Specialist, each with defined minimum experience. Bidders must submit CVs and qualifications, two reference letters for similar projects, a stakeholder engagement plan, a project risk register, a knowledge transfer and capacity-building plan, and a methodology and work programme. A compulsory virtual clarification meeting is scheduled for 5 November 2026 at 10:00, and bidders must provide contact details by 3 November 2026. Evaluation uses an 80/20 preference system covering price, B-BBEE status and locality within the Stellenbosch municipal area. Bidders must be registered on the Central Supplier Database, and tenders close on 23 November 2026 at 12:00. The total contract value is not stated in the document.

Suitable Businesses

This tender suits professional consultancies with proven disaster risk management and Disaster Management Plan development experience, particularly firms that can field a multidisciplinary team of a disaster management team leader, a senior disaster management specialist, an agricultural risk and biosecurity specialist, and a GIS specialist. Climate risk, environmental management and municipal planning consultancies with ICS/MAC training capability are also well placed. Bidders must hold a valid CSD registration and tax compliance status, and firms located within the Stellenbosch municipal area can earn additional locality points. Joint ventures and consortia are permitted if they meet the requirements and provide the required agreements. Businesses without these specialist disaster management, agricultural or GIS capabilities, or without the ability to attend the compulsory briefing, are unlikely to be competitive.
