Overview

Summary

Professional consultancy to assess the feasibility of a flea market facility for non-perishable goods such as crafts and clothing in the Sekhukhune District, Limpopo, with Jane Furse as the preferred site. Deliverables are due within 3 months. Bids close 17 November 2026 at 11:00.

Detailed Description

Sekhukhune District Municipality (SDM) is seeking a professional service provider to develop a once-off feasibility study for a flea market facility for non-perishable goods, including arts and crafts and clothing. The facility is intended to address a gap in the district, where many artisans, clothing manufacturers and informal traders have no dedicated market space and rely mainly on word of mouth and infrequent exhibitions to sell their products. The study is linked to the Sustainable MSME Development intervention in the SDM Local Economic Development (LED) Strategy (2019). Jane Furse is the preferred location, and the consultant must consider an alternative site if Jane Furse proves unfeasible. Any alternative should be no more than about 100 kilometres from most potential users.

The consultant must assess market demand from within the district and neighbouring regions, estimate expected trade benefits, and survey Arts and Crafts MSMEs and cooperatives to establish how many exist. The study must also evaluate economic viability, including upfront and ongoing costs, human resources, logistics and infrastructure requirements. It should examine competition at the proposed and alternative sites, identify political, economic and environmental risks with mitigation strategies, and quantify the economic and socio-economic benefits, such as job creation and support for supplier industries. If the facility is found feasible, the study must recommend an organisational structure to run it. Stakeholder consultation with public and private sector players is required, and the draft study must be revised based on feedback.

Deliverables are an inception report, a status quo analysis including the MSME and cooperative survey, a draft feasibility study, a stakeholder engagement report, and a final report with a presentation to Council. The assignment is expected to take 3 months, with consultants paid per deliverable at rates agreed in a Service Level Agreement. Bids are evaluated on an 80/20 price and preference system after a functionality stage with a minimum score of 60 out of 100. Functionality is scored on company experience (number of feasibility studies completed), the experience and qualifications of key staff, and the quality of the methodology and workplan. Bidders must submit a full set of MBD forms, a valid tax compliance status or PIN, CSD registration, municipal account verification consent, and, for bids above R10 million, audited financial statements. Bids close on 17 November 2026 at 11:00 and must be delivered to the bid box at AB Sikhosana Fire Station, Groblersdal. Bids submitted at Bareki Mall will not be considered.

Suitable Businesses

Economic development, town and regional planning, and business consultancies with experience in feasibility studies, market analysis and MSME or informal sector development. Firms with a track record in Limpopo or rural municipal projects, and with key staff holding economics, commerce or planning qualifications, are best placed. Firms that qualify for the specific goals preference (HDI ownership, women, youth, persons with disabilities, or locality within SDM) can claim additional points. Businesses should confirm they can meet the functionality threshold of 60 points, produce a detailed methodology and workplan, and deliver all five milestones within 3 months. Consortia are acceptable, but each party must submit its own tax compliance status or CSD documentation.
