Overview

Summary

Accredited service provider sought to deliver a three-day Coxswain maritime training course for 20 participants, covering boat handling, navigation, emergency preparedness and sea services. Bids close 11 November 2026 via the eTender portal.

Detailed Description

The Border Management Authority (BMA) is seeking to appoint a qualified, accredited and experienced service provider to deliver Coxswain maritime training for 20 participants. The course runs over three (3) days and is intended to build the maritime operating capability of BMA personnel, including Border Guards involved in law enforcement. The procurement is conducted as a request for quotation under Treasury Regulation 16A of the Public Finance Management Act, with bids submitted through the National eTender Portal.

The scope of work includes the full delivery of the Coxswain training programme. Services required are: 28 hours of learner preparation; confirmation of medical fitness for participants; basic safety training; and sea services for practical instruction. The curriculum covers five core deliverables: (i) command, leadership and stress management; (ii) advanced boat handling and stability; (iii) navigation and the rules of the road; (iv) emergency preparedness and survival craft operation; and (v) technical maintenance and engineering. Bidders must price on a firm, fixed-price basis, inclusive of VAT, and the offer must remain valid for 120 days from the closing date. All delivery costs must be included in the bid price. Invoices are to be submitted to the BMA's designated supplier invoices mailbox.

The successful provider will be required to hold Professional Indemnity insurance of at least R160 million upon appointment, comply with the General Conditions of Contract, and provide the BMA with the required tax, CSD and preference-point documentation. Only South African citizens may be used unless non-citizen employees are vetted and hold valid work permits. The BMA reserves the right to request presentations, conduct negotiations or site visits with shortlisted bidders, and to award to more than one provider. For suppliers, this tender offers a structured, government-backed opportunity to deliver specialised maritime training with clear deliverables, defined duration and a stated participant count, and it rewards bidders who can demonstrate accreditation, relevant experience and B-BBEE credentials under the 80/20 preference point system.

Suitable Businesses

Accredited maritime training providers and training academies with proven experience in coxswain or small-craft training, particularly those able to deliver practical sea services. Suitable bidders should be CSD-registered, tax-compliant with a valid TCS PIN, and hold a valid B-BBEE certificate or sworn affidavit to claim preference points. Businesses must be able to obtain Professional Indemnity insurance of R160 million on appointment, and must not have directors or members who are persons in the service of the state. Small, medium and B-BBEE-compliant enterprises, including Black-owned, women-owned, youth-owned and military veteran-owned companies, are encouraged to apply, as specific goals carry 20 of 100 evaluation points. Joint ventures or consortia are permitted, provided each party submits separate tax and CSD documentation.
