Overview

Summary

Recruitment and temporary staffing services for the National Heritage Council over 12 months, provided on an as-and-when-required basis. Agencies must source, screen and verify candidates, submitting at least four suitable CVs per position within 10 working days.

Detailed Description

The National Heritage Council (NHC), a Schedule 3A public entity based in Menlyn, Pretoria, is seeking a registered recruitment agency to provide interim temporary staffing support for a 12-month period. The procurement responds to urgent capacity gaps caused by recent resignations and operational pressures while the NHC finalises its organisational structure for approval by the relevant Ministry and National Treasury. The appointment is an interim solution and does not create permanent posts or guarantee permanent employment for any temporary personnel. Services will be requested on an as-and-when-required basis, with the NHC retaining full authority over final candidate selection and appointments.

The appointed agency will be responsible for sourcing, screening and presenting candidates against NHC job profiles. Core deliverables include a minimum of four suitable CVs per position, submitted within 10 working days of a complete request, along with candidate suitability assessments. Verification services include qualification and professional registration checks (with SAQA evaluation of foreign qualifications where applicable), identity and right-to-work verification, employment history and reference checks, and criminal record screening conducted lawfully and with candidate consent. Psychometric and competency assessments are required for managerial and designated positions, and the agency must also coordinate interviews, facilitate placements, provide replacement candidates under the SLA, and submit monthly recruitment and performance reports. Service standards are tightly defined, including a 1-working-day acknowledgement of requests and a 2-working-day review of job profiles.

Bidders must meet compulsory requirements, including a company profile demonstrating at least five years of recruitment and temporary staffing experience, three contactable client reference letters from the past five years, a detailed project implementation plan, valid COIDA compliance, Public Liability and Professional Indemnity insurance where applicable, and access to screening facilities and qualified psychometric practitioners. Administrative requirements include CIPC registration, CSD registration, a valid SARS tax compliance PIN, a B-BBEE certificate or sworn affidavit if points are claimed, and signed POPIA, Code of Conduct, preference point and supplier evaluation forms. Evaluation is conducted in two stages: compliance first, then pricing and specific goals on an 80/20 basis, with 80 points for price and 20 points for specific goals, including B-BBEE ownership, women, youth, disability and Gauteng local enterprise preferences. Pricing must be submitted as a line-item schedule excluding VAT, covering services such as advertising, sourcing, shortlisting, interview coordination, verification checks, assessments, and end-to-end recruitment per vacancy. Quotations must be emailed to procurement@nhc.org.za by 11:00 on 16 November 2026, remain valid for 60 days, and comply with POPIA and the NHC's anti-corruption and conflict-of-interest standards. Technical enquiries may be directed to Ms. Lungile Zwane, with all enquiries copied to procurement@nhc.org.za.

Suitable Businesses

This tender is best suited to established recruitment agencies, executive search firms and HR consultancies with at least five years of recruitment or temporary staffing experience and the capacity to submit four suitable CVs per position within 10 working days. Applicants should be CIPC-registered, CSD-registered and tax compliant, with COIDA compliance, professional indemnity insurance and access to vetting and psychometric assessment resources. Businesses that are B-BBEE compliant, owned by women, youth or people with disabilities, or based in Gauteng may benefit from specific goals points. Suppliers without the required experience, references or compliance documentation are unlikely to qualify.
