The Railway Safety Regulator seeks an independent PMO consultant to assess and optimise its Project Management Office, standardise processes and recommend project portfolio management software. Closes 16 November 2026.
The Railway Safety Regulator (RSR), a South African public entity, is requesting quotations from a single, highly qualified independent Project Management Office (PMO) consultant. The appointed consultant will review the RSR's existing PMO internal structures, workflows, reporting frameworks, governance structures and methodologies. The primary objective is to improve the organisation's PMO maturity, standardise project processes, and position the PMO as a strategic advisory function that refines and upgrades its service delivery. The scope includes interviewing internal stakeholders, project managers and executives to identify pain points and performance bottlenecks, and redesigning key PMO processes, including resource allocation, risk management, governance and performance reporting.
A central component of the assignment is the evaluation of project portfolio management (PPM) software. The consultant must assess and recommend the top three PMO software tools, with emphasis on user-friendliness and IT security compliance. The consultant must also provide a cost-benefit analysis and a software implementation roadmap for the recommended tool. Formal deliverables comprise a PMO Assessment Report detailing current gaps, risks and maturity scoring; a PMO Manual with tailored templates and process flows for daily project tracking; a Software Selection Report with comparative analysis and justified recommendations; and an Implementation Roadmap setting out the step-by-step software rollout and internal training requirements.
Bidders must submit a comprehensive quotation with VAT-inclusive prices, a detailed project proposal (work plan, deliverables, timelines and cost breakdown), and CVs with certified qualifications for the proposed consultant. Mandatory compliance documents include National Treasury CSD registration, a valid tax PIN and tax clearance certificate, completed SBD forms, a valid B-BBEE certificate or sworn affidavit, CIPC registration documents and owner identity documents. Functionality scoring favours companies registered for more than five years, with at least three to five reference letters for similar PMO projects completed in the past five years, and a consultant with six or more years of relevant experience in building, reviewing or operating PMOs. Bidders must achieve a minimum of 70 functionality points to proceed. Evaluation follows the 80/20 preference point system under the PPPFA for contracts up to R50 million, with 20 points available for specific goals covering black-owned, black women-owned, youth-owned and disability-owned enterprises. Quotations close on 16 November 2026 at 15:00 and may be emailed to the SCM contact listed in the RFQ.
Management consulting firms and independent consultants with proven experience building, reviewing or operating PMOs in public entities or corporate environments, particularly in governance, portfolio management, and project management software. Businesses must be CSD-registered, tax-compliant, B-BBEE compliant, and at least five years in operation to score competitively. Firms with strong public sector or regulatory experience, and those with qualified senior consultants of six or more years' experience, are best placed to respond. Black-owned, women-owned, youth-owned and disability-owned EMEs and QSEs may benefit from the specific goals preference points.
