SANAS seeks a FAIS-licensed insurance brokerage to deliver a once-off business insurance evaluation and risk assessment covering coverage, claims history, policy analysis and market comparison. Bidders need at least one year of insurance assessment experience. Closes 12 November 2026.
The South African National Accreditation System (SANAS), based in Pretoria, has issued a Request for Quotation (RFQ REQ0006303, reissued 6 November 2026) for a once-off Business Insurance Evaluation and Risk Assessment. The appointed service provider will analyse SANAS's current insurance position and deliver a comprehensive report covering ten defined deliverables. These include coverage assessment (such as general liability, property insurance and workers' compensation), risk assessment of property damage, liability claims and loss of income, and review of existing policies for limits, exclusions and endorsements. The scope also covers cost analysis of premiums against coverage, review of past claims to identify patterns, verification of regulatory and legal insurance compliance, and market comparison across multiple insurers. The report must further assess how insurance fits into SANAS's risk management and business continuity plans, consider how growth or organisational change may require coverage adjustments, and draw on expert guidance from insurance brokers or risk management professionals.
Mandatory requirements are strict. Bidders must hold a valid licence as a financial services provider issued by the Financial Sector Conduct Authority (FSCA) under the Financial Advisory and Intermediary Services (FAIS) Act, and must provide a company profile showing at least one year of business insurance assessment experience. Bids must include a completed and signed SBD 4 (declaration of interest), SBD 6.1 (preference points claim form), a valid B-BBEE certificate or sworn affidavit, a valid tax PIN, and a Central Supplier Database (CSD) report with compliant tax status. Pricing must be submitted in Rand on the pricing schedule in Annexure A, inclusive of VAT where applicable. Quotes remain valid for 60 days from the closing date, and payment is made within 30 working days of receiving a valid invoice. Evaluation follows the 80/20 preference point system, with 80 points for price and 20 points for SANAS specific goals, including black ownership, black women ownership, youth and persons with disabilities ownership, and EME or QSE status.
The engagement is a single contract with a closing time of 11:00 on 12 November 2026 and an expected delivery in November 2026. The awarded provider will also assist in drafting the specification for SANAS's future business insurance tender. That provider will be barred from bidding on that subsequent tender, which protects against conflicts of interest. Bidders who believe the specification favours a particular brand must notify SANAS before the closing date. Submissions and enquiries should be directed to Ms Katlego Motsepe at procurement@sanas.co.za or 012 740 8543.
This tender suits FSCA-licensed insurance brokers and financial services providers under the FAIS Act that have at least one year of business insurance assessment experience. Risk management consultancies that partner with a licensed FSP may also be suitable. Bidders should be ready to submit a full compliance pack (SBD 4, SBD 6.1, CSD report, tax PIN and B-BBEE certificate or affidavit). Black-owned, black women-owned, youth-owned, disability-owned, EME and QSE businesses can earn SANAS specific goal points under the 80/20 system. Businesses that expect to bid on SANAS's follow-on insurance tender should note that the appointed provider will be excluded from it.
