SASSETA seeks a Subject Matter Expert to develop eight EISA-ready examination instruments and memorandums for the Occupational Certificate: Traffic Officer (NQF 6, 406 credits). Applicants need 5+ years of traffic law assessment experience and ETDP SETA credentials. Closes 17 November 2026.
The Safety and Security Sector Education and Training Authority (SASSETA) has issued Request for Quotation RFQ/SASSETA/262711 7/2-1 to appoint a Subject Matter Expert (SME) to develop External Integrated Summative Assessment (EISA) instruments for the Occupational Certificate: Traffic Officer (SAQA ID 97639, NQF Level 6, 406 credits). SASSETA is the QCTO-delegated Development Quality Partner and Assessment Quality Partner for this occupational qualification. The successful service provider must deliver a bank of eight unique, EISA-ready examination instruments and tools, each with a corresponding memorandum or marking script, aligned to the QAS Addendum supplied by SASSETA. The SME must also address any issues raised by the moderator, the QCTO, or SASSETA, and submit signed development reports.
To qualify, bidders must submit at least one signed reference letter from a client confirming satisfaction with a previous assignment in EISA instrument development, QAS Addendum development, qualification alignment, assessment standards, or learning material development for a SETA or quality assurance body. The proposed EISA developer must have a minimum of five years' experience in training, assessment, and moderation within the traffic law environment, supported by a CV. A mandatory requirement is a copy of an ETDP SETA statement of results in a relevant unit standard such as developing outcomes-based learning programmes or designing training materials; non-submission leads to automatic disqualification. Conflict-of-interest rules apply: a bidder may not develop instruments for the same qualification it is accredited to deliver, nor may it be appointed if it is an accredited Skills Development Provider. Functionality is scored out of 100, and bidders must reach 75% to proceed. Remaining evaluation uses the 80/20 preference point system (80 points for price, 20 for specific goals including B-BBEE, women, youth, and South African-owned enterprise ownership). Pricing must be inclusive of VAT, firm, and valid for 90 days.
The RFQ contains some internal inconsistencies that bidders should clarify with the contact person (Karabo Mokone) before submitting. The title and scope refer to an engagement running until 31 March 2027, while the timeframe section states a contract end date of 1 December 2026 with an open period to 31 October 2027 for moderation changes. The development timeline is stated as both four weeks and two months, and the pricing schedule refers to an Intermediate Occupational Certificate rather than the Occupational Certificate listed in the scope. Bidders should also note the mandatory submission requirements: a CSD registration, a tax compliance status PIN, signed SBD forms (1, 3.3, 4, and 6.1), an initialled copy of the General Conditions of Contract, a valid B-BBEE certificate or sworn affidavit, CIPC registration documents, and certified copies of directors' IDs. Quotations are submitted by email on company letterhead by 15:00 on 17 November 2026.
This tender suits independent assessment consultants, subject matter experts, and small consulting firms with at least five years' experience in training, assessment, and moderation in traffic law, and a holder of ETDP SETA qualifications in outcomes-based design or assessment. Businesses with prior EISA, QAS Addendum, or assessment standards development work for a SETA or quality assurance body are well placed, provided they can supply a signed client reference letter. Bidders must not be accredited skills development training providers or have previously developed instruments for the same qualification. Companies with B-BBEE, women, youth, or South African-owned status can claim additional preference points. Bidders must be CSD-registered with a valid tax compliance status, and no state employees or companies with state-employed directors may apply. This tender is not suitable for general training providers, bidders without traffic law assessment expertise, or companies unable to meet the 75% functionality threshold.
